N.C.G.S. §115C-51 states that local boards shall provide at least one period for public comment per month at a regular meeting of the board.  A sign-up sheet is available for public comment.  A maximum of 30 minutes will be allotted for public comment at the beginning of the meeting and at the end of the meeting.  Speakers will be asked to limit comments to 5 minutes each, unless there are more than six speakers per session, in which case the chairman may limit the time allotted to no more than 3 minutes per speaker.  Speakers will be asked to refrain from discussing specific individuals by name in accordance with the North Carolina Open Meetings Law.  No solicitations will be allowed during public comment.  Sign-up is not required for the second public comment opportunity at the end of the meeting.

Burlingame Donation to TCH
On July 30, 2015, the Burlingame Country Club in Sapphire, North Carolina, hosted a fundraising event with proceeds to benefit T. C. Henderson Elementary School.  As a result of the support from Burlingame members, area businesses and residents, Burlingame is able to present T. C. Henderson Elementary School with a donation of $10,000.

The Board of Education wishes to thank the former students from Brevard High School, Rosman High School, and Davidson River School who are currently serving or have previously served in the U.S. Military.  The attached list of names is recognized at every meeting and read aloud twice a year in recognition of Veteran’s Day and Memorial Day.  Three new names have been added, Brandon Alexander, Seth Arnette, and Cameron Gasperson.  Additional names will be included as they are received.

At the July 20 meeting, Jim O’Rourke with the North Carolina School Boards Association presented training on the new PLS-based policy manual.  He recommended that the Board adopt a resolution outlining the conversion process for stakeholders and staff (see attached).
 
A motion is in order to approve the resolution.   
 
Two policies were presented as first-read information at the July 20 meeting.  They are presented for action at this time.  Jeremy Gibbs will answer any questions you may have. 
  1. Policy 4110, “Immunization and Health Requirements for School Admission,” contains the newly expanded and modified state vaccine requirements that went into effect on July 1, 2015.  It is recommended for adoption. 
  2. Policy JHCB, “Immunization and Health Requirements for School Admission,” is recommended for rescission.
A motion is in order to approve policy 4110, “Immunization and Health Requirements for School Admission,” and rescind policy JHCB, “Immunization and Health Requirements for School Admission.”
 
Fourteen new policies from the 1000 Series, “Governing Principles,” are presented as first-read information.  The new policies are attached for your review.  Also attached are eight old policies that may be rescinded.  Mr. Gibbs will discuss the policies and answer any questions.  Action on the policies will be requested at the next regular meeting.

The North Carolina School Boards Association (NCSBA) is seeking nominations for possible vacancies on the NCSBA Board of Directors.  The term of service is two years, and members are eligible to serve for two terms.  The board meets in November at the state conference in Greensboro, and in March, June, and September in Raleigh.  In addition, each board member typically serves on two committees, which ordinarily meet once or twice each year.  Other meetings are scheduled as needed.  It is important that individuals selected for the board be able to attend regularly scheduled meetings. 
 
Attached is an application/nomination form for board members who are interested in serving on the NCSBA board.  Nominations must be made by official board action and sent to the NCSBA offices by September 25.  
 
If there is interest in submitting an application, a motion of nomination would be in order.

The Transylvania County Board of Education will host the North Carolina School Boards Association District 8 Fall Meeting on Thursday, October 1, 2015.  The meeting will be held at Brevard Middle School from 4-9 p.m.  At all district meetings, the host county provides a clinic session for the meeting.  The clinic session can be on any successful/best practice occurring in the district.  The host chairman serves as the emcee, providing the welcome and closing remarks.  The Board also has the option of providing entertainment at the dinner/evening session. 
 
The Board may discuss potential topics for the clinic session and what type of entertainment, if any, to provide.  A draft agenda and the host guidelines are attached.

The Board of Education regularly receives requests to name school facilities in honor of specific individuals.  The most recent is a request to re-name the football field at Rosman High School.  The Board has discussed the issue of naming facilities several times in the past.  At one time the Board had agreed by consensus to not begin naming facilities or parts of facilities and instead to refer requests of this type to a school committee, such as the RHS Alumni Hall of Fame.  The Board has reviewed other district’s policies on naming facilities, but has not pursued a local policy. 
 
The Board will revisit the issue of naming facilities.   Copies of policies from other school districts and a sample policy from NCSBA are attached for your review.
