N.C.G.S. §115C-51 states that local boards shall provide at least one period for public comment per month at a regular meeting of the board. A sign-up sheet is available for public comment. A maximum of 30 minutes will be allotted for public comment at the beginning of the meeting and at the end of the meeting. Speakers will be asked to limit comments to 5 minutes each, unless there are more than six speakers per session, in which case the chairman may limit the time allotted to no more than 3 minutes per speaker. Speakers will be asked to refrain from discussing specific individuals by name in accordance with the North Carolina Open Meetings Law. No solicitations will be allowed during public comment. Sign-up is not required for the second public comment opportunity at the end of the meeting.

Miss North Carolina Visits RES

On February 29, Miss North Carolina 2015, Kate Peacock, spent a full day visiting with Rosman Elementary School students and staff. She was the guest of RES first grader, Teya McCurry, thanks to a contest sponsored by the Miss Asheville pageant. Ms. Peacock is a student at Meredith College where she studies psychology and elementary education. Her visit to RES including leading the Pledge of Allegiance, speaking at a school assembly, and visiting classrooms to share some of her favorite things and learn from students what they like to do as well.

Donation from Champion Credit Union

On February 25, Champion Credit Union hosted a “Schooled on Savings” celebration at the Imperial of Canton where they awarded $100,000 to the public school systems in Haywood, Buncombe, Henderson, Jackson, Swain, Graham, Madison and Transylvania Counties. The awards were based on the number of students per system. Jeremy Gibbs was on hand to accept a $5,180 check for Transylvania County Schools. Champion Credit Union reported that they had “saved their members over $100,000 in 2015, so they were giving it to the schools.” Our thanks for their generosity!

Congratulations to the newest doctor on staff, Dr. Jeremy Gibbs. Dr. Gibbs successfully defended his doctoral dissertation on February 29. Well done!

Five Wrestlers Named All-Conference

Four Rosman High School wrestlers have been named to the All-Conference Smokey Mountain team. They are Ethan Orr, Andres Villagomez, Tristan Praytor, and Landon Shipman. Brevard High School’s Raymond Montandon was selected to the WNC Athletic Conference team. Combined, the five seniors had a total of 168 wins for the year. In addition, Montandon finished the year 24-10 and won the WNCAC conference tournament at 138 pounds. Orr finished 42-3 and took second place in the 1A 138-pound division. Villagomez, 285 pounds, placed first in the SMC tournament as well as the western regional tournament and took third place at the state finals. Praytor placed first in the conference tournament at 120 pounds and finished fourth in the state finals. Shipman took third place in the state finals at 220 pounds after winning the Smoky Mountain conference tournament and finishing third in regionals. Rosman had the second-most members of its roster named all-conference after Robbinsville, who finished with five selections.

RHS Player Named for Blue-White Game

Rosman High School’s senior Zach Stroup has been chosen to play in the annual Blue-White basketball game that features the top talent in western North Carolina. Stroup, who averaged 20.1 points and 3.5 steals per game, was the only Rosman player selected. The Blue-White game will be held at Enka High School on March 19.

BHS Softball Team Raises Money for Desmelik Family

The Lady Blue Devils softball team is seeking pledges from the community for every run scored this season. The money raised will go to assist the family of Holmes Desmelik as he undergoes treatment for a brain tumor. Anyone interested in pledging money to the campaign should contact head coach David McNeil at david.mcneil@transylvaniacounty.org.

The board wishes to thank the former students from Brevard High School, Rosman High School, and Davidson River School who are currently serving or have previously served in the U.S. Military. The attached list of names is recognized at every meeting and read aloud twice a year in recognition of Veteran’s Day and Memorial Day. One new name, Tom Ellenberger, has been added to the list. Additional names will be included as they are received.

At the February 22 meeting, 17 new policies from the 7000 Series: Personnel (Part B) and 13 old policies to be rescinded were accepted as first-read information. One policy, 7541, has been removed from consideration. It is the recommendation of NCSBA that boards approve either policy 7540, Voluntary Shared Leave, or policy 7541, Sick Leave Bank, but not both. The administration recommends that the board select policy 7540. There have been no other changes to the policies. Dr. Gibbs will answer any questions you may have.

Leca Chapman will report on the storage of student records. Pursuant to G.S. 115C-402, schools must permanently maintain the files of graduates or students who should have graduated from high school, unless the board of education determines that the files will be housed in the central office or other location designated by the board. The records should include the following:

Date of birth
Attendance data
Grading and promotion data
Other information deemed appropriate by the board of education
Long-term suspension or expulsion data, including the conduct for which the student was long-term suspended or expelled.

Current storage locations include 45 file cabinets at Brevard High School and 22 file cabinets at Rosman High School. The records include files dating back to the opening of schools in the early 1900s. There was an early attempt to microfiche some records, and we are attempting to locate them. Depending on the condition of the microfiche, it may be possible to scan and digitize the microfiche. Ms. Chapman will review the options. A proposal for conversion to electronic archives may be presented later this spring.
