The board of education, as an elected representative body of the school system, wishes to provide a forum for citizens to express interests and concerns related to the school system.  Each month, a part of at least one regularly scheduled board meeting will be set aside for citizens to address the board through public comment. 
  • A sign-up sheet will be available for any individual or group to indicate their desire to address the board.  A maximum of 30 minutes will be allotted for public comment at the beginning of the meeting and at the end of the meeting.  Speakers will be asked to limit comments to five (5) minutes each, unless there are more than six speakers per session, in which case the chairman may limit the time allotted to no more than three (3) minutes per speaker.  Sign-up is not required for the second public comment opportunity at the end of the meeting. 
  • Board members will not respond to individuals who address the board except to request clarification of points made by the presenter.
  • Except in cases of emergency, information received during presentations will not be acted upon at the time it is received.  It will take unanimous vote of the board members present to take action on a presentation considered to be of an unusual or emergency nature at the time it is presented.
  • Disruptions by any person or persons of a public meeting will be subject to action in accordance with G.S. 143-318.17. 
  • Complaints about the performance of school personnel, implementation of board policy, the quality of the educational program, or school facilities should be submitted initially for a response to the school system official responsible for the program or facility or to the superintendent.  The superintendent or designee shall make available policy 2310, Public Participation at Board Meetings, and other relevant grievance procedures to any individual or group submitting a complaint.
  • No solicitations will be allowed during public comment.

Burlingame Country Club Donates to TCH
The Burlingame Country Club in Sapphire recently held a fundraiser event (designer purse auction) to raise money in support of the new STEM curriculum at T. C. Henderson School of Science and Technology.  Linda Crowther from Burlingame will be here to present a check to TCH Principal Cathy Credle.  
 
Brevard “Bees” Give School Bright New Look
This past spring, the Brevard Elementary School Organization of Parents and Teachers (OPT) together with school staff kicked off a facelift for the school building and grounds.  Teacher Kyle Malmin initiated an art contest in which students were invited to build a birdhouse using Mr. Malmin’s design guidelines.  Over 60 birdhouses were entered, and the winners were displayed throughout the BES campus.  Next, updated logos for the school mascot, the bee, began showing up all over the school.  Walking mascot BeeZ (“bee zee”) appeared at various spots around school and town, from literacy events to summertime street festivals.  Principal April Gaydosh sought out local craftsman Jason Bowman at OGRE to create a new sign at the school entrance.  BES alumnus Cody Macfie at Steep Creek Stoneworks offered his services to wrap the faded brick with stone.  John Wayne Hardison at High Country Tree Service, a school parent, assisted with landscaping.  Another parent, Perry “the Pretty Painter” Houghton, created a plan to refresh and expand the mural adorning the brick wall at the school entrance.  On August 13, a large group of parents, volunteers, and staff members worked all day painting the mural and touching up the front playground.  You may keep up with more campus beautification updates throughout the 2016-2017 school year by following the Brevard Bees on Facebook at facebook.com/brevardbees, and on Instagram or Twitter at @brevardbees. 
 
Summer Feeding Program
The Transylvania County School Nutrition Department served 22,600 meals to students during summer vacation 2016.  Director Carolyn Barton reports that this number is a little lower than usual because the Rosman pool opened later this year and the Franklin Pool closed a couple of weeks early.  The “Lunch on the Bus” program was expanded to serve students who mostly stay home in the summer and do not attend organized programming.  This service was run primarily in multi-family housing areas such as apartment complexes and mobile home parks in both Rosman and Brevard.  Lunch on the Bus served approximately 25-30 meals per day in the Brevard area and 30-40 meals per day in Rosman.  The Backpack Buddies program served 261 children per drop, for three actual drops that included 4 packs per drop.  Mrs. Barton is requesting some special grants and/or pilot programs via NCDPI and USDA to help with feeding expansion in Appalachia, and hopes to talk with federal legislators in this regard as well.

N.C.G.S. 115C-448(a) states that the board of education of shall appoint a treasurer for each school with the local school administrative unit that handles special funds.  In August, Mrs. Lisa McDaris was hired as the new office support for Davidson River School. 
 
A motion is in order to appoint Lisa McDaris as the school treasurer for Davidson River School. 
 
N.C.G.S. 115C-444(a) states that each board of education shall designate as the official depositories of the local school administrative unit one or more banks, savings and loan associations, or trust companies in this State.  The School Nutrition Department has requested that the Self Help Credit Union in Rosman be approved as an official depository in order to give the school nutrition staff in Rosman a more convenient location for daily bank deposits and other transactions.       
 
A motion is in order to designate the Self Help Credit Union as an official depository for the Transylvania County Schools.

In early August, NCSBA issued a special PLS update to policy 9030, Facility Construction.  The update responds to a new requirement in G.S. 115C-521 that requires boards to adopt a policy governing change orders to contracts for construction or repair work.  The policy must apply to contracts awarded, extended, or renewed on or after October 1, 2016.  To assist boards in meeting this deadline, NCSBA issued a revision to policy 9030 that was presented at the August board meeting.  That policy remains legally compliant.  However, based on feedback from school staff and board attorneys, a more extensive revision to policy 9030 has been issued, along with corresponding revisions to three related policies that address contracts and/or construction contracts, in particular.  The related policies include 6420, Contracts with the Board; 9120, Bidding for Construction Work; and 9130, Supervision of Construction Contracts.
 
The new revisions to policy 9030 have:
  1. Eliminated the requirement to report to the board proposed change orders that are not recommended for approval;
  2. Eliminated the 48 hour timeframe for expedited reviews;
  3. Added flexibility in the method of reporting to the board;
  4. Added a requirement that the superintendent report to the board all change orders that  were approved by the superintendent, including those that do not impact the contract amount;
  5. Established content requirements for the superintendent’s report to the board regarding change orders that do not require board approval;
  6. Added a requirement that the superintendent submit to the board for approval any change orders, regardless of amount, to any contract that did not initially require board approval if the change order will cause the total cost of the contract to exceed the limits of the superintendent’s contracting authority as specified in policy 9120, Bidding for Construction Work; and
  7. Added a provision requiring that contracts in excess of $300,000 specify the manner in which change orders will be submitted on the project. 
In order to comply with the October 1st deadline, a motion is in order to waive the first read of revised policy 9030 and approve the policy as presented. 
 
The board may proceed with the usual policy review and approval process for the three related policies 6420, 9120, and 9130 (a motion to accept the policies as first-read information), OR the board may expedite those policies for purposes of consistency (a motion to waive first-reads and approve the three policies as presented).

Section 36.1A of the 2016-2017 Appropriations Act directs local school boards to develop policies to award merit bonuses to LEA personnel who are non-educators for 2016-2017 only.  Eligible non-educator personnel include school-based administrators, central office personnel, and noncertified personnel.  The bill allocates $17,242,627 for the merit bonuses, but does not establish how the funds are to be allocated among LEAs.  It directs local boards to come up with local policies to guide how the merit-based bonuses are to be given out.  It prohibits across-the-board awards of the bonuses, and sets out a requirement that local boards report to DPI the details of how the funds are to be distributed by district and school. 
 
Dr. McDaris and Mr. Weaver will give an update on the local allocation plan for the bonuses.
