The board of education, as an elected representative body of the school system, wishes to provide a forum for citizens to express interests and concerns related to the school system.  Each month, a part of at least one regularly scheduled board meeting will be set aside for citizens to address the board through public comment. 
  • A sign-up sheet will be available for any individual or group to indicate their desire to address the board.  A maximum of 30 minutes will be allotted for public comment at the beginning of the meeting and at the end of the meeting.  Speakers will be asked to limit comments to five (5) minutes each, unless there are more than six speakers per session, in which case the chairman may limit the time allotted to no more than three (3) minutes per speaker.  Sign-up is not required for the second public comment opportunity at the end of the meeting. 
  • Board members will not respond to individuals who address the board except to request clarification of points made by the presenter.
  • Except in cases of emergency, information received during presentations will not be acted upon at the time it is received.  It will take unanimous vote of the board members present to take action on a presentation considered to be of an unusual or emergency nature at the time it is presented.
  • Disruptions by any person or persons of a public meeting will be subject to action in accordance with G.S. 143-318.17. 
  • Complaints about the performance of school personnel, implementation of board policy, the quality of the educational program, or school facilities should be submitted initially for a response to the school system official responsible for the program or facility or to the superintendent.  The superintendent or designee shall make available policy 2310, Public Participation at Board Meetings, and other relevant grievance procedures to any individual or group submitting a complaint.
  • No solicitations will be allowed during public comment.

National Teacher Appreciation Week
The week of May 1-5, 2017 is designated as “Teacher Appreciation Week” across the nation.  School and community organizations will have activities throughout the week to honor and thank teachers for all that they do.  As a part of the celebration, the Transylvania County Association of Educators (TCAE) will hold its annual “Friends of Education” banquet on May 9 at 6:00 p.m. in the Rogow Room of the Transylvania County Library.  The annual “Teacher of the Year” awards ceremony will be held on May 22 at 5:30 p.m. in the Rogow Room of the Transylvania County Library.    
 
National Principals’ Day
May 1st is recognized annually as National Principals’ Day, a time to honor the hard work and leadership of school principals everywhere.  It is our opportunity to say “thank you” to these dedicated professionals and to share with the community all the great things that principals do to support the education of our students. 
 
National School Nurses Day
Wednesday, May 10th is National School Nurses Day.  School nurses work with a complex array of school health issues included immunizations; health care screenings; hearing and vision testing; home accidents; diseases such as diabetes and asthma; student obesity; special needs such as tube feeding; preventing the spread of disease through blood exposure; and the fallout from mental, emotional, and social problems.  For some students, the school nurse is the only health care professional they ever see.  Join us in thanking our school nurses who rise to the challenge every day. 
 
School Nutrition Employee Appreciation Week & School Lunch Hero Day
School Nutrition Employee Appreciation Week is May 1-5, 2017.  Our school nutrition professionals deserve recognition because they do it all—preparing healthy meals for students, adhering to strict nutrition standards, navigating student food allergies, catering events (big and small)--and they do it with a smile.  School Lunch Hero Day is Friday, May 5, and is the perfect time to say thank you to these hardworking superheroes in our school cafeterias. 
 
Autism Awareness Month
April was National Autism Awareness Month, when schools across the nation and here at home promote autism acceptance through activities and events such as the autism awareness tee- shirts.  In Transylvania County Schools, over 100 tee-shirts were purchased and worn on Fridays in April as a way to encourage everyone to become partners in the movement toward autism acceptance and appreciation.  We thank our Exceptional Children teachers and staff for all they do to help students achieve and succeed.   
 
BHS “Pride of the Hills” Earns Sweepstakes at MPA
Brevard High School Choir, “The Pride of the Hills,” received a rating of Sweepstakes at their recent Music Performance Adjudication (MPA) on April 6 at Brevard College.  Chorus teacher Bart Gilleland called this year’s performance an immense accomplishment. “Of three scores we received in concert, the lowest was a 93 (out of 100), and the highest was a 98.”  Brevard swept its category, getting straight 1’s (highest achievement) in concert, which combined with a 95 in sight-reading helped them attain the “sweepstakes” this year.  Choirs are given comments and ratings of up to 20 points each in five key areas: Tone/Vocal Production, Intonation, Diction, Technique, and Interpretation. One of two pieces that a choir performs must come from a prescribed music list ranging from Class I (easiest) to Class VI (most challenging).  Brevard consistently chooses repertoire in Class VI.
 
Several students also earned individual recognition for recent performances.  Diana Bodie, Emily Sheffield, and Iris Deyman each received Superior (best rating) for solo work at the NC Music Educators Association Regional Solo/Ensemble competition on March 31.  Bodie excelled with a perfect score.  Additionally, Douglas Grimm was named top Bass I at the Honor Choir auditions in October.  Candace Britt and Sabra Freeman earned seats in the All-Carolina 9th-10th grade honor choir.  Sheffield, Bodie and Grimm also made it into the prestigious Mars Hill Honor Choir, Bodie and Grimm again earning perfect audition scores.
 
BHS Students Accepted to NCSSM
Two students from Brevard High School, Benji Dial and James Thompson, have been accepted to the North Carolina School of Science and Mathematics (NCSSM).  The NCSSM is a two-year residential high school that is designed to challenge and inspire talented students with a strong aptitude and interest in math, science, engineering, and technology. 
 
Regional Battle of the Books
T. C. Henderson School of Science and Technology competed in the Regional Battle of the Books at the Buncombe County Schools Central Office in Asheville on April 25.  Out of 6 teams, TCH finished in 5th place.  Congratulations to the TCH team on their hard work and achievement. 
 
Frank Patton Classic
Brevard High School hosted the first annual Frank Patton Classic track meet on April 11th at the Frank Patton Track on the campus of Brevard College.  Teams from seven schools, including Brevard, Rosman, T. C. Roberson, and Swain County competed in the meet.  “Getting a full-fledged meet at this facility has long been a goal,” said Brevard head coach Philip Latter.  “Every runner in Transylvania County is so grateful to Frank and Donna Patton for all they’ve done in making it happen.  Without their donations, we’d still have a crumbling track and no places to jump or throw.  Naming the meet in Frank’s honor was a no-brainer.”  Thanks to two separate donations, the Frank Patton Track now features a state-of-the-art eight-lane synthetic surface, brand new long jump and triple jump pits, a new high jump mat, 80 hurdles, new starting blocks, and high quality throwing implements.  The results have been immediate, as witnessed by the BHS women’s cross country team’s back-to-back 2A state championships and Noah Graham’s seven individual titles.  Thank you, Mr. Patton!

Principal Tonya Treadway has submitted a proposal to name the new outdoor classroom at Pisgah Forest Elementary School "The Ranger Station" (see attached).  School board policy 9300, Naming Facilities, states that the superintendent shall submit a recommended name to the board for approval.  Dr. McDaris will make a recommendation. 
 
A motion is in order to approve the superintendent’s recommendation for naming the PFES outdoor classroom.
 
Dr. McDaris will also present a request from Brevard Elementary School to name an interior area of the school the “Bud and Billie Lawing Interactive Art Gallery.”   A description of the project is attached.

Recent changes in SBE Policy TCP-A-004, Policies on the Beginning Teacher Support Program, require LEAs to make revisions to their local Beginning Teacher Support Plan (BTSP).
The BTSP is a required, three-year induction program for beginning teachers.  During the induction period, beginning teachers (BTs) are to have a formal orientation and mentor support.  The goal of a teacher induction program is to provide a systematic structure of support for beginning teachers for the first three years of their careers as they attempt to gain their continuing license.  Most of these revisions are due to changes in mentor eligibility requirements.
 
Brian Weaver will present the revised Beginning Teacher Support Plan and answer any questions you may have.  The plan is attached for your review.

Policy 7805, Superintendent Evaluation (attached), states that the board has the responsibility to maintain and improve the quality of the administrative leadership of the school system.  The primary method used to carry out this responsibility is to assist the superintendent in improving his or her effectiveness.  To this end, the board shall annually evaluate the superintendent according to the process described in policy 7805.  The following timeline is recommended for the 2016-2017 evaluation:
 
June 19
Superintendent provides self-assessment to the board.  Board members receive individual copies of the evaluation instrument.  
Prior to July 17
Board chair and vice chair meet with superintendent to discuss self-assessment.
Prior to July 17
Board members complete and return individual evaluations to board chair or vice chair.
July 17
Board members meet in closed session to prepare consensus evaluation.
August 21
Board meets with superintendent in closed session to discuss the consensus evaluation and agree upon performance goals and recommendations for the subsequent school year.
