The board of education, as an elected representative body of the school system, wishes to provide a forum for citizens to express interests and concerns related to the school system.  Each month, a part of at least one regularly scheduled board meeting will be set aside for citizens to address the board through public comment. 
  • A sign-up sheet will be available for any individual or group to indicate their desire to address the board.  A maximum of 30 minutes will be allotted for public comment at the beginning of the meeting and at the end of the meeting.  Speakers will be asked to limit comments to five (5) minutes each, unless there are more than six speakers per session, in which case the chairman may limit the time allotted to no more than three (3) minutes per speaker.  Sign-up is not required for the second public comment opportunity at the end of the meeting. 
  • Board members will not respond to individuals who address the board except to request clarification of points made by the presenter.
  • Except in cases of emergency, information received during presentations will not be acted upon at the time it is received.  It will take unanimous vote of the board members present to take action on a presentation considered to be of an unusual or emergency nature at the time it is presented.
  • Disruptions by any person or persons of a public meeting will be subject to action in accordance with G.S. 143-318.17. 
  • Complaints about the performance of school personnel, implementation of board policy, the quality of the educational program, or school facilities should be submitted initially for a response to the school system official responsible for the program or facility or to the superintendent.  The superintendent or designee shall make available policy 2310, Public Participation at Board Meetings, and other relevant grievance procedures to any individual or group submitting a complaint.
  • No solicitations will be allowed during public comment.

Red Ribbon Week
During the week of October 23-27, 2017, Transylvania County Schools celebrated Red Ribbon Week to help raise awareness of drug, alcohol, tobacco, and violence prevention.  The theme for 2017’s campaign was “Your Future is Key, So Stay Drug Free.”  School resource officers helped lead activities and games such as “Drugs and I Don’t Mix” (wacky tacky day), “Team Up Against Drug Use” (team jersey day), “Hats Off to Being Drug Free” (hat day), and “Can On Drugs,” a food drive held jointly with the Bread of Life.  Elementary classes that showed the greatest spirit earned prizes such as ice cream sundaes for their class or being chosen to throw pies at principals, teachers, or SROs. 
 
PFES Chorus Performs at NCMEA Convention
The Pisgah Forest Elementary School Chorus was selected to perform a trio of songs as the featured ensemble at the North Carolina Music Educators’ Association (NCMEA) annual convention in Winston-Salem in November.  Congratulations to music director Carolyn Smith and the PFES chorus members!
 
Four Students Selected for Elementary Honors Chorus
Four fifth grade students were selected for the 2017 North Carolina State Elementary Honors Chorus in Winston-Salem.  Hannah LaFever from Pisgah Forest Elementary, and Brooke LaRowe, Ellery Zink, and Kelsey Gillespie from Brevard Elementary School traveled with music teachers Carolyn Smith (PFES) and Sarah Moser (BES) to the NCMEA annual convention.  There they joined with 194 other fourth, fifth, and sixth grade singers for all-day rehearsals on November 11 and a performance in the beautiful Stevens Center on November 12.  Congratulations to these young performers and their teachers!
 
BHS Students Earn Prestigious Honors Chorus Seats
For the third consecutive year, Brevard High School sent student musicians to North Carolina’s top high school choir, the North Carolina Music Educators Association Honors Chorus.  Senior Douglas Grimm and juniors Candace Britt and Sabra Freeman competed in September to earn seats in the 176-voice vocal ensemble that performed at the NCMEA convention in Winston-Salem earlier this month.  In addition, five students from the BHS Choir were selected to the Mars Hill 2018 Festival Choir.  This is the region’s oldest choral festival, celebrating its 70th anniversary in February 2018 on the campus of Mars Hill University.  Congratulations to seniors Doug Grimm (3rd consecutive year) and Emily Sheffield (4th consecutive year), juniors Candace Britt and Sabra Freeman, and sophomore Sofia Pandolfo, as well as BHS music director Bart Gilleland for his outstanding leadership of the BHS choral program.
 
Graduation and Growth Awards Certificates
State Superintendent Mark Johnson and the Department of Public Instruction have issued certificates of achievement for graduation and growth to the following schools for the 2016-2017 school year:
 
            Rosman High School – Achieving an outstanding graduation rate of 96.1%
            Brevard High School – Achieving an outstanding graduation rate of 95.4%
            Brevard Elementary School – Achieving expected academic progress
            Brevard Middle School – Achieving expected academic progress
            Rosman Elementary School – Achieving expected academic progress
            T. C. Henderson – Achieving expected academic progress
 
RHS Senior Wins Wendy’s Heisman
Rosman High School senior, Alicia Guinn, has been named a Wendy’s High School Heisman Winner in recognition of her hard work, commitment to excellence, and dedication to never cutting corners.  Since 1994, Wendy’s and the Heisman Trophy Trust have honored more than 600,000 of the nation’s most esteemed high school seniors for the values of giving back to their communities, treating people with respect, continuing education, and excelling on the athletic field.  As a school winner, Alicia receives a certificate and a Wendy’s High School Heisman Patch, and is eligible to compete as a state finalist.  Congratulations, Alicia!
 
2017 Inductions to RHS Alumni Hall of Fame
At its home football game on November 3, Rosman High School inducted five new members into its Alumni Hall of Fame.  This year’s inductees included a former teacher, assistant principal, and Vocational Education director; a student-athlete legend; an inspirational coach; a decorated Marine Corps veteran; and the longest-serving sheriff of Transylvania County.  Congratulations to these individuals and their families:

Superintendent McDaris Awarded Friday Medal
On Wednesday, November 15, Superintendent Jeff McDaris was awarded a 2017 Friday Medal honoring Innovative Superintendents of Rural North Carolina Districts by the Friday Institute for Educational Innovation in Raleigh.  The Friday Institute, located at on the Centennial Campus of NC State University, honors significant, distinguished and enduring contributions to education through advocating innovation, advancing learning, and imparting inspiration.  The prestigious Friday Medal is given annually to selected individuals who best embody the mission and spirit of the Friday Institute.  Dr. McDaris was one of seven superintendents in the state who were selected to receive the Friday Medal.    
 
Ron Kiviniemi to Serve 2nd Term on NCSBA Board of Directors
The North Carolina School Boards Association (NCSBA) elected new officers and new members to the Board of Directors during the 48th Annual Conference for Board Member Development earlier this month.  Mr. Ron Kiviniemi was elected to serve a second two-year term on the NCSBA board.  Mr. Kiviniemi was selected to his first term on the board in 2015.

The board wishes to thank the former students from Brevard High School, Rosman High School, and Davidson River School who are currently serving or have previously served in the U.S. Military.  The attached list of names is recognized at every meeting and read aloud twice a year in recognition of Veterans Day and Memorial Day.  Two new names, Ezrah Brown and Bob Wickliffe, have been added to the list. 
 
The board will read the list of names aloud in recognition of Veterans Day on November 10, 2017.

Policy 2670, Business Advisory Council, was developed to comply with a new statutory requirement for local boards to create a business advisory council to assist in providing CTE programming.  The board is required to establish a policy on the appointment of members to the council and must make the initial appointment of members to the council for terms beginning January 1, 2018. 
 
Policy 2670 was presented as first-read information at the October meeting.  No changes have been made since that time.  Brian Weaver will answer any questions you may have.

In August, the board voted unanimously to seek a general obligation bond for school facility improvements to be placed on the November 2018 ballot (final amount to be determined).  Dr. McDaris and Mr. Barger will provide the latest information and the board will discuss next steps.   
 
The Local Government Commission (LGC) recommends a 120-day process for approval for a ballot measure.  Each of these steps are required, including public hearings.
  • BOE passes resolution and makes a written request to the commissioners.
  • Basics of what the bond will cover are clarified.
  • County hires bond attorney.
  • County applies to the LGC with the costs of the bond.
  • LGC approves (assuming).
  • Measure is placed on ballot.
  • Public hearings and meetings held to promote the bond.
  • Measure passes or not at election.

North Carolina statute requires board of education members to receive a minimum of 12 hours of professional development training every two years.  Local policy states that members who attend a professional development activity will provide a report of the event to other board members.  On November 13-15, Marty Griffin attended the NCSBA 48th Annual Conference for Board Member Development in Greensboro.  He will have an opportunity to give a brief report from the conference.
