The board of education, as an elected representative body of the school system, wishes to provide a forum for citizens to express interests and concerns related to the school system. Each month, a part of at least one regularly scheduled board meeting will be set aside for citizens to address the board through public comment.

A sign-up sheet will be available for any individual or group to indicate their desire to address the board. A maximum of 30 minutes will be allotted for public comment at the beginning of the meeting and at the end of the meeting. Speakers will be asked to limit comments to five (5) minutes each, unless there are more than six speakers per session, in which case the chairman may limit the time allotted to no more than three (3) minutes per speaker. Sign-up is not required for the second public comment opportunity at the end of the meeting.

Board members will not respond to individuals who address the board except to request clarification of points made by the presenter.

Except in cases of emergency, information received during presentations will not be acted upon at the time it is received. It will take unanimous vote of the board members present to take action on a presentation considered to be of an unusual or emergency nature at the time it is presented.

Disruptions by any person or persons of a public meeting will be subject to action in accordance with G.S. 143-318.17.

Complaints about the performance of school personnel, implementation of board policy, the quality of the educational program, or school facilities should be submitted initially for a response to the school system official responsible for the program or facility or to the superintendent. The superintendent or designee shall make available policy 2310, Public Participation at Board Meetings, and other relevant grievance procedures to any individual or group submitting a complaint.

No solicitations will be allowed during public comment.

United Way

At the “Community Champions” breakfast on February 23, the United Way of Transylvania County presented awards to businesses and organizations for their efforts during the 2017-2018 campaign. The school system received the Gold Award ($5,000 and up), Workplace Champion award (for efforts to distribute information about United Way programs in schools and the community), and the Highest Number of Donors award. Two of our schools were also singled out for recognition. School campaign coordinators Jennifer Worley at Rosman Elementary and Kim Moore at T. C. Henderson each conducted 100 percent campaign participation at their schools. Thanks to Scott Strickler, Kevin Smith, and everyone who participated.

National School Breakfast Week

The week of March 5-9, 2018 is “National School Breakfast Week.” This year’s theme, “I ♥ School Breakfast,” encourages parents, students, and school officials to raise awareness and get social over school breakfast. Much appreciation goes to our hard-working school nutrition staff for all they do to provide nutritious meals to hundreds of children every day.

School Social Workers Month

This year’s School Social Workers Week is March 4-10, 2018, with the theme, “United to Make a Better World.” It is a great time to show your support for the dedicated professionals whose unique knowledge and skills further the mission of the schools by addressing the many social forces that can negatively affect children and their role as students.

Music in Our Schools Month

The month of March is designated by the National Association for Music Education as “Music in Our Schools Month” nationwide. This month-long celebration is an opportunity to share the many benefits that school music brings to students of all ages and the community. Please join us in supporting our music educators for all they do to bring music into our lives.

National Read Across America Day

The National Education Association is building a nation of readers through its signature program, NEA’s Read Across America. Now in its 20^th year, this year-round program focuses on motivating children and teens to read through events, partnerships, and reading resources. On March 2 every year, (Dr. Seuss’ birthday) educators and supporters are invited to elementary classrooms to read their favorite childhood books. “You’re never too old, too wacky, too wild, to pick up a book and read with a child.” (Dr. Seuss)

Congratulations, Dr. West and Dr. Weaver!

Congratulations to Rosman Middle School teacher, Missy West, and Human Resources Director, Brian Weaver, each of whom recently earned their doctorate in education. We are very proud of Dr. West and Dr. Weaver for their achievements and dedication to excellence.

B. Policy 7410: Teacher Contracts

Policy 7410, Teacher Contracts, was presented as first-read information at the February 19 meeting. The policy initially provided four options for boards to determine the length of teacher contracts. The board selected Option 2, Uniform Contract Length Based on Years of Employment, which calls for one-year contracts for teachers who have been employed less than three years, two-year contracts for teachers in good standing who have achieved three years, and four-year contracts for teachers in good standing who have completed the two-year contracts. The board endorsed further revisions to (1) require that the three years be consecutive years in Transylvania County Schools, and (2) differentiate between warnings and reprimands as they pertain to disciplinary documentation in personnel files. Dr. Weaver will review the new changes to the policy and answer any questions you may have.

08. Bond Update

At the county commissioner meeting on February 26, the board of education asked the board of commissioners to place a $68 million bond referendum for renovations/construction at BHS, RHS and RMS on the November 2018 general election ballot. The board may discuss next steps.

As a reminder, the Local Government Commission (LGC) recommends a 120-day process for approval for a ballot measure. Each of these steps are required, including public hearings.

BOE passes resolution and makes a written request to the commissioners.
Basics of what the bond will cover are clarified.
County hires bond attorney.
County applies to the LGC with the costs of the bond.
LGC approves (assuming).
Measure is placed on ballot.
Public hearings and meetings held to promote the bond.
Measure passes or not at election.

10. Central Services Summer Schedule 2018

The 2018 summer schedule for central services and other administrative offices is presented for your information. Forty-hour work weeks consisting of four 10-hour days will begin on Monday, June 18 and end on Friday, August 10. Office hours will be 7:00 a.m. to 5:00 p.m. Monday through Thursday. Offices will be closed on Fridays. Offices also will be closed on Wednesday, July 4, for the Independence Day holiday. The regular five-day schedule will resume on Monday, August 13. The summer calendar is attached.
