The board of education, as an elected representative body of the school system, wishes to provide a forum for citizens to express interests and concerns related to the school system.  In order that the board may conduct an order meeting while providing an opportunity for input, individuals or groups may be heard by the board in accordance with policy 2310, Public Participation at Board Meetings, or policy 2300, Board Meetings (subsection D.2).   
  • Each month, the first part of at least one regularly scheduled board meeting will be set aside for citizens to address the board through public comment. 
  • A sign-up sheet will be available 30 minutes before the meeting begins for any individual or group to indicate their desire to address the board. 
  • Each speaker will receive 3 minutes to present comments.  The public comment session will not exceed 30 minutes total except by majority vote of the board.
  • The board chair will recognize speakers in the order in which they signed in.  Substitute speakers will not be permitted and speakers may not donate any portion of their time to another speaker.  If a speaker is unable to present all of his or her information within the specified time limit, the speaker may provide the board with additional information in written form.  If an unusually large number of people requests to speak, a majority of the board may decide to reduce the time for each individual or to require the designation of a spokesperson for each group of persons supporting or opposing the same positions.  At any time, the board may establish additional procedures to ensure that public comment sessions proceed in an efficient and order manner. 
  • Board members will not respond to individuals who address the board except to request clarification of points made by the presenter.
  • Except in cases of emergency, information received during presentations will not be acted upon at the time it is received.  It will take unanimous vote of the board members present to take action on a presentation considered to be of an unusual or emergency nature at the time it is presented.
  • Disruptions by any person or persons of a public meeting will be subject to action in accordance with G.S. 143-318.17. 
  • Complaints about the performance of school personnel, implementation of board policy, the quality of the educational program, or school facilities should be submitted initially for a response to the school system official responsible for the program or facility or to the superintendent.  The superintendent or designee shall make available policy 2310, Public Participation at Board Meetings, and other relevant grievance procedures to any individual or group submitting a complaint.
  • The board may choose to offer a second opportunity for public comment at the end of the meeting.  Sign-ups will not be required for the second public comment opportunity.
  • No solicitations will be allowed during public comment.

Public School Volunteer Week
April 16-20, 2018 is Public School Volunteer Week, a time to show appreciation to the dedicated parent and community volunteers who contribute so much to our schools.  From donating time and labor to assisting with classroom and school activities, volunteers play an important role in supporting student success.  They truly embody the motto, “Teaching Everyone Takes Everyone.”  Our thanks to these unsung heroes!
 
Taste of Transylvania
The TCS Educational Foundation has contributed over $100,000 to innovative classroom projects and leadership development programs for our students. They are hosting their annual fundraiser, the “Taste of Transylvania,” on Tuesday, May 1, starting at 5:30 p.m. in the Brevard Lumberyard. Over a dozen restaurants will bring their best for hundreds of guests to sample. “The Taste” has continued to grow every year, and all are encouraged to purchase their tickets soon.  General admission is $75, with discounts for children and TCS staff members. Kindergarten Rally and Registration
Dozens of young families came out to the recent Kindergarten Readiness Rally, where they connected with schools, agencies, and non-profits offering vital services. Thanks go out to WCCA (Western Carolina Community Action) for hosting the event. The excitement continues with kindergarten registration and information sessions now underway at Transylvania County Schools.  Brevard Elementary is hosting “Kindergarten Night” Thursday, April 19, from 4:00 to 6:00 p.m. Activities include a scavenger hunt around the BES building and tours of the school. Registration forms and information will be available for all young families.  At Pisgah Forest Elementary, kindergarten registration will be held on Thursday May 10, from 4:00 to 6:00 p.m.  T.C. Henderson School of Science and Technology will register new kindergarten students on April 17 and 18 from 8:00 a.m. to 4:00 p.m., and again on Thursday, April 19 starting at 8:00 a.m. with extended evening hours. Rising kinders are invited to “STEM Night” on the 19th from 5:00 to 6:30 p.m.  We will have a kindergarten information meeting on May 3 @ 5:00 for all rising kinders and their parents.  Rosman Elementary will host “Kindergarten Night” on May 3, 5:00 to 6:30 p.m. starting in the gymnasium. There will be crafts in the classroom and cookies for all.  RES will also hold extended registration nights on Wednesdays, dates to be announced.

2018 State Science Research Competitions
Congratulations to the TIME 4 Real Science Research Team for their success last month at the 2018 state level science competitions.  Twelve students representing six projects received a total of 17 awards. The following students placed first in their categories at the North Carolina Student Academy of Science and will represent North Carolina at the American Association for the Advancement of Science meeting in Washington D.C. in February:  Emily Trusler, Cullen Duval, Ingrid Findlay and Candace Britt.  Congratulations also to Matthew Bailey for receiving the Charles Lytle Scholarship and to Fritz Ruppert for being voted in as the new President-Elect for the North Carolina Student Academy of Science to serve under now President Chase Bishop.  The following students won a Grand Award at the North Carolina Science and Engineering Fair and will represent North Carolina at the International Science and Engineering Fair (ISEF) in May:  Emily Trusler, Cullen Duval, Chase Bishop, Fritz Ruppert, John Nguyen, Nicole Rideout and Matthew Bailey.  Brevard High School will send more students to ISEF than ANY other school in the state.  Go Big Blue!

Fritz was elected at the meeting, will serve for one year as president-elect and then move into the role of president for one year. 
 
Preschool Classes in 2018
Transylvania County Schools is planning to offer preschool services in three classrooms next year.  Beginning in August 2018, T. C. Henderson, Rosman Elementary, and Brevard Elementary will each have a preschool classroom for children ages 3-4.  (Pisgah Forest will not due to projected enrollment and the likelihood that they will need every classroom for regular K-5 classes.)  The school system would like to provide this service for its employees as a benefit for working at TCS.  Children of non-employees also will be included next year as the school system works toward building inclusive and comprehensive preschool programs at all three sites. 
 
Park Scholarship Announced
Congratulations to Brevard High School senior Daniel Toole, who has been awarded a four-year Park Scholarship to North Carolina State University.  The Park Scholarship, currently valued at up to $111,000 for in-state students and up to $195,000 for out-of-state students, covers tuition, fees, and room and board at NC State.  As a Park Scholar, Daniel will receive a generous stipend toward personal expenses and the purchase of a new computer.  Park Scholars have access to enrichment grants to pursue research, service, or creative projects, and have access to alumni-funded travel grants for study abroad.  In addition, Park Scholars participate in retreats, field learning experiences, and civic engagement initiatives, as well as mentorships with some of NC State’s top faculty members.  Daniel was one of 35 recipients selected out of a field of nearly 2120 candidates from across NC and around the globe.  Selection decisions for the Park Scholarships are based on candidates’ accomplishments and potential in the areas of scholarship, leadership, service, and character, as evidenced by their performance in interviews and assessments conducted by NC State faculty members and alumni.

  • County hires bond attorney.
  • County applies to the LGC with the costs of the bond.
  • LGC approves (assuming).
  • Measure is placed on ballot.
  • Public hearings and meetings held to promote the bond.
  • Measure passes or not at election.
