The board of education, as an elected representative body of the school system, wishes to provide a forum for citizens to express interests and concerns related to the school system.  Each month, a part of at least one regularly scheduled board meeting will be set aside for citizens to address the board through public comment. 
  • A sign-up sheet will be available for any individual or group to indicate their desire to address the board.  A maximum of 30 minutes will be allotted for public comment at the beginning of the meeting and at the end of the meeting.  Speakers will be asked to limit comments to five (5) minutes each, unless there are more than six speakers per session, in which case the chairman may limit the time allotted to no more than three (3) minutes per speaker.  Sign-up is not required for the second public comment opportunity at the end of the meeting. 
  • Board members will not respond to individuals who address the board except to request clarification of points made by the presenter.
  • Except in cases of emergency, information received during presentations will not be acted upon at the time it is received.  It will take unanimous vote of the board members present to take action on a presentation considered to be of an unusual or emergency nature at the time it is presented.
  • Disruptions by any person or persons of a public meeting will be subject to action in accordance with G.S. 143-318.17. 
  • Complaints about the performance of school personnel, implementation of board policy, the quality of the educational program, or school facilities should be submitted initially for a response to the school system official responsible for the program or facility or to the superintendent.  The superintendent or designee shall make available policy 2310, Public Participation at Board Meetings, and other relevant grievance procedures to any individual or group submitting a complaint.
  • No solicitations will be allowed during public comment.

School Board Appreciation Month
During the month of January, school districts across the country celebrate National School Board Appreciation Month as a way to commemorate the important contribution that school board members make to their communities.  We would like to take this opportunity to say “thank you” to our dedicated school board members for all that they do every day.
 
NBPTS Certifications
Four Transylvania County Schools teachers have been awarded certification by the National Board for Professional Teaching Standards (NBPTS) in 2017-2018.  Congratulations to Amanda Lewis (RMS), Kristy Ontko (RMS), Courtney Hagenau (BES), and Adria Hardy (BHS) for their hard work and dedication to excellence. 
 
Scholastic Art Competition Winners
Congratulations to seven students from Brevard High School and Rosman High School for achievement in the 2018 Scholastic Art Competition.  Their work will be on display at the Asheville Art Museum from January 27 through March 4.  All of the regional winners will be honored on February 25 at the Diana Wortham Theater in Asheville.  See the TCS website (www.tcsnc.org) for more information on their awards, including nominations to attend the National Ceremony and Exhibit in New York City.  The artists are:

Grant Award to Study Medieval Spain
Congratulations to Davidson River School teacher Joe Russo who has been awarded a teacher professional development grant from the Southeast Regional Middle East and Islamic Studies Society to travel to and participate in a Medieval Spain experience this summer.  He will participate in a guided tour of the lands of Al-Andalus from June 8-19 with on-the-ground explorations of Christians, Muslims, and Jews in Medieval Southern Spain.  Mr. Russo will share his experiences with his students and other social studies teachers in the state. 
 
#BaldwinPirates
In October, Sarah Baldwin’s third grade class at Brevard Elementary School began making “flat pirates” in art class to send out to people they know.  As new sightings of the flat pirates occur all over the world (photos sent to Sarah via email, or posted on Twitter), sponsors/donors give money to hurricane relief in Puerto Rico.  Hats off to #BaldwinPirates for using social media for #improvinglives one pirate at a time. 
 
NCSPRA 2017 Blue Ribbon Awards
Congratulations to School-Community Relations Coordinator Kevin Smith for being named a 2017 Blue Ribbon Award winner by the North Carolina School Public Relations Association (NCSPRA).  Awards will be presented at the NCSPRA Blue Ribbon Awards Brunch on January 26 at the O. Henry Hotel in Greensboro.  The award-winning submissions are:

Summer Feeding Ranks 6th Highest in NC
School Nutrition Director Carolyn Barton recently learned that in terms of reaching the highest percentage of needy students during the summer of 2017, the Transylvania County Schools summer feeding program ranked 6th highest in the state.  Swain, Northampton, Halifax, and Durham counties ranked 1-4.  Orange, Transylvania, and Edgecombe were 5-7.  Mrs. Barton credits the addition of bus routes for pushing the program over the 20% mark in reaching students.  A map showing a breakdown of the summer feeding programs statewide is attached for your information. 
 
RHS Makes Attendance Gains
Based on research by student advocate Mary Ramey, at the end of December last year (2016-2017), Rosman High School had 241 students with over 5 absences.  At the same point this year (2017-2018), RHS had 105 students with five or more absences.  Principal Jason Ormsby said, “We feel that we raised our expectations for our students, and they accepted the challenge.  With fewer people missing school, this should have a positive impact on the quality of education the student receives with more class time.  I am proud of Mary Ramey and the staff for their hard work and dedication to the students of RHS.”

In August, the board voted to seek a general obligation bond for school facility improvements to be placed on the November 2018 ballot (final amount to be determined).  At the December meeting, the board selected Clark Nexsen as its architectural firm for further work in regard to the master facilities plan and potential bond.  The board will discuss next steps. 
 
As a reminder, the Local Government Commission (LGC) recommends a 120-day process for approval for a ballot measure.  Each of these steps are required, including public hearings.
  • BOE passes resolution and makes a written request to the commissioners.
  • Basics of what the bond will cover are clarified.
  • County hires bond attorney.
  • County applies to the LGC with the costs of the bond.
  • LGC approves (assuming).
  • Measure is placed on ballot.
  • Public hearings and meetings held to promote the bond.
  • Measure passes or not at election.
