The board of education, as an elected representative body of the school system, wishes to provide a forum for citizens to express interests and concerns related to the school system.  Each month, a part of at least one regularly scheduled board meeting will be set aside for citizens to address the board through public comment. 
  • A sign-up sheet will be available for any individual or group to indicate their desire to address the board.  A maximum of 30 minutes will be allotted for public comment at the beginning of the meeting and at the end of the meeting.  Speakers will be asked to limit comments to five (5) minutes each, unless there are more than six speakers per session, in which case the chairman may limit the time allotted to no more than three (3) minutes per speaker.  Sign-up is not required for the second public comment opportunity at the end of the meeting. 
  • Board members will not respond to individuals who address the board except to request clarification of points made by the presenter.
  • Except in cases of emergency, information received during presentations will not be acted upon at the time it is received.  It will take unanimous vote of the board members present to take action on a presentation considered to be of an unusual or emergency nature at the time it is presented.
  • Disruptions by any person or persons of a public meeting will be subject to action in accordance with G.S. 143-318.17. 
  • Complaints about the performance of school personnel, implementation of board policy, the quality of the educational program, or school facilities should be submitted initially for a response to the school system official responsible for the program or facility or to the superintendent.  The superintendent or designee shall make available policy 2310, Public Participation at Board Meetings, and other relevant grievance procedures to any individual or group submitting a complaint.
  • No solicitations will be allowed during public comment.

Black History Month
The month of February is celebrated as Black History Month in the United States, Canada, and the United Kingdom.  Classrooms everywhere have activities throughout the month to commemorate the important people and events of the Civil Rights movement and the contributions and accomplishments of African-Americans in every area of endeavor in history. 
 
National School Counseling Week
National School Counseling Week 2018, “Helping Students Reach for the Stars,” was celebrated during the week of February 5-9 to recognize the unique contribution of school counselors within our nation’s schools.  Join us in celebrating our skilled and dedicated school counselors for all that they do to help students explore their potential and achieve success in school and beyond.
 
“Love the Bus” / School Bus Driver Appreciation Week
Nationally, February is “Love the Bus” month; and in North Carolina, February 13-17 was proclaimed by the Governor as School Bus Driver Appreciation Week.  School bus drivers must complete rigorous training and certification standards, and student safety is their top priority.  In North Carolina, more than 800,000 students board over 13,000 school buses each day.  Nationwide, school buses represent 25 percent of the miles traveled by students, but they account for fewer than 4 percent of the injuries that occur during students’ commutes to and from school.  We thank our bus drivers for all they do to keep students safe.  Parents, teachers, and children are encouraged to visit the American School Bus Council’s website http://www.americanschoolbuscouncil.org/love-the-bus/stories-from-the-road to share stories about their favorite bus drivers and make interactive or printed valentines to give to their bus driver.    
 
2018 Taste of Transylvania
The seventh annual “Taste of Transylvania” will be held on May 1, 2018 to raise funds in support of the Transylvania County Schools Education Foundation (TCSEF) mini-grant program, a competitive process that awards money each year to classroom and enrichment projects.  For the 2017-208 year, the TCSEF awarded $18,000 in competitive grants to TCS teachers. 
 
CompTIA Security+ Certification
Congratulations to Chris Lambert, WAN engineer, for earning CompTIA Security+ certification.  With the massive amounts of data transmitted and stored on computer networks, it is essential to have strong security practices in place.  CompTIA is a globally recognized credential that serves as the benchmark in industry and government IT risk mitigation.  Mr. Lambert attended a week-long training class and put in countless hours studying for the certification exam. 
 
RHS Health Science Teacher Among Top in State
NCDPI Health Science Education Consultant Ashley Orr recently recognized Stephanie Ramsey at Rosman High School for being one of the top health science teachers in the state.  Her students scored in the top 3 for the region in 14 of the 25 course standards for first semester.  Congratulations to Ms. Ramsey for her outstanding work!

The recommended calendar for the 2018-2019 school year (attached) is presented for review and approval.  Brian Weaver will discuss the calendar committee’s work and answer any questions you may have.  Key points include:
 
Start Date:  Same as this year.  Feedback from the committee was that a Wednesday start was very popular, and it was recommended to keep a mid-week start.
 
Early Release Days for PD:  This is the most dramatic difference in the calendar.  There was a very strong consensus from the committee to move these days to Friday.  Feedback from parents and staff included:
  • Henderson County and Buncombe County Schools have their early releases on Fridays and it does not seem to affect attendance.
  • Parents feel that daycare would be easier for them on Friday afternoons since they could more easily take off at the end of the week as opposed to the middle of a week.  It would also allow for family getaways on the weekend.
  • It is difficult for elementary students to have a mid-week disruption in their routine/schedule.
  • How do we know that Fridays will/will not work unless we try?
Semester Length:  It was important to high school representatives that we make each semester equal in length.  This draft has 90-day semesters.
 
Spring Break:  We matched the week with Blue Ridge Community College since many of our students take classes there.  This week also matches with Henderson County Public Schools.
 
Teacher Workdays:  January 2 is a workday again.  The committee had a strong desire to keep this day as a non-student day.

Policy 7410, Teacher Contracts, has been revised extensively in order to make the policy consistent with state law regarding the length of contract terms for non-career teachers effective July 1, 2018.  As discussed at the work session, Section C of the policy provides four options for determining the length of teacher contracts.  The board may select one of the options provided or develop its own method with the assistance of the board attorney.  Mr. Weaver will review the policy and answer any questions you may have.

In January, the board adopted a resolution requesting the Transylvania County Board of Commissioners to place a referendum on the November 2018 ballot for $68 million in general obligation bonds to provide needed renovations to Brevard High School, Rosman Middle School and Rosman High School.  The board has also selected Clark Nexsen as its architectural firm for further work in regard to the master facilities plan and potential bond.  The board will discuss next steps. 
 
As a reminder, the Local Government Commission (LGC) recommends a 120-day process for approval for a ballot measure.  Each of these steps are required, including public hearings.
  • BOE passes resolution and makes a written request to the commissioners.
  • Basics of what the bond will cover are clarified.
  • County hires bond attorney.
  • County applies to the LGC with the costs of the bond.
  • LGC approves (assuming).
  • Measure is placed on ballot.
  • Public hearings and meetings held to promote the bond.
  • Measure passes or not at election.
