The board of education, as an elected representative body of the school system, wishes to provide a forum for citizens to express interests and concerns related to the school system.  In order that the board may conduct an order meeting while providing an opportunity for input, individuals or groups may be heard by the board in accordance with policy 2310, Public Participation at Board Meetings, or policy 2300, Board Meetings (subsection D.2).   
  • Each month, the first part of at least one regularly scheduled board meeting will be set aside for citizens to address the board through public comment. 
  • A sign-up sheet will be available 30 minutes before the meeting begins for any individual or group to indicate their desire to address the board. 
  • Each speaker will receive 3 minutes to present comments.  The public comment session will not exceed 30 minutes total except by majority vote of the board.
  • The board chair will recognize speakers in the order in which they signed in.  Substitute speakers will not be permitted and speakers may not donate any portion of their time to another speaker.  If a speaker is unable to present all of his or her information within the specified time limit, the speaker may provide the board with additional information in written form.  If an unusually large number of people requests to speak, a majority of the board may decide to reduce the time for each individual or to require the designation of a spokesperson for each group of persons supporting or opposing the same positions.  At any time, the board may establish additional procedures to ensure that public comment sessions proceed in an efficient and order manner.  
  • Board members will not respond to individuals who address the board except to request clarification of points made by the presenter.
  • Except in cases of emergency, information received during presentations will not be acted upon at the time it is received.  It will take unanimous vote of the board members present to take action on a presentation considered to be of an unusual or emergency nature at the time it is presented.
  • Disruptions by any person or persons of a public meeting will be subject to action in accordance with G.S. 143-318.17. 
  • Complaints about the performance of school personnel, implementation of board policy, the quality of the educational program, or school facilities should be submitted initially for a response to the school system official responsible for the program or facility or to the superintendent.  The superintendent or designee shall make available policy 2310, Public Participation at Board Meetings, and other relevant grievance procedures to any individual or group submitting a complaint.
  • The board may choose to offer a second opportunity for public comment at the end of the meeting.  Sign-ups will not be required for the second public comment opportunity.
  • No solicitations will be allowed during public comment.

Voso and Hunt Awards, Close Up Washington Scholarships
Thanks to the TCS Educational Foundation, one rising senior attends Close Up Washington each summer through the Richard Voso Leadership Award, and another student through the Cornelius Hunt Memorial Fund.  Cullen Duval and Zipporah Waters will be traveling June 17-22 to Washington, DC, for workshops with students from around the country, to learn more about our nation’s history and government, and to meet with our members of Congress. Congratulations and safe travels to Cullen and Zipporah!
 
Educators of the Year 2018-2019
At the “Teacher of the Year” Awards Reception on May 31, Dr. Missy West, Rosman Middle School, was named as the Transylvania County Schools Teacher of the Year for 2018-2019, and Emily Webb, Pisgah Forest Elementary School, was named as the Transylvania County Schools Teacher Assistant of the Year for 2018-2019.  Congratulations to Dr. West, Ms. Webb, and all of the educators listed below who were selected as the “best of the best” by their colleagues for 2018-2019.  The Teacher of the Year award is sponsored by First Citizens Bank of Brevard.

Each June, the Transylvania County Board of Education recognizes the employees of Transylvania County Schools who have retired or will be retiring during the current school year.  Some of our retirees have spent their entire careers with the Transylvania County Schools, and some have worked in other school districts in addition to Transylvania.  The 10 individuals being honored tonight represent a combined total of 228 years in public education.  The board would like to offer its commendations and congratulations to the individuals named below in gratitude for their years of dedicated service to public education and the students of Transylvania County Schools.

Arleca Chapman presented the Career and Technical Education (CTE) plan for 2018-2019 as first-read information at the board meeting on May 21.  The full strategic plan and performance results may be viewed online at http://ctelps.dpi.state.nc.us using the username “guest” and password “guest.”  Ms. Chapman will answer any questions you may have.

Mr. Jim Leatherwood will present a proposal for the Brevard High School Band Association to build a storage facility on the BHS band practice field.  Details for the project are attached for your review.  Mr. Leatherwood will discuss the project and answer any questions you may have.

The School Nutrition Procurement Plan calls for a list of goods and services that go out for bid to be provided to the board of education each year.  Invitations for Bid (IFB) are utilized if the amount of purchase is more than $90,000.  Requests for Proposals (RFP) are used when informal procurement procedures are followed for purchases under $90,000.  A summary of the bid results for 2018-2019 is attached.  Carolyn Barton will review the bids and answer any questions you may have.

Two community input sessions have been scheduled in conjunction with upcoming school board meetings.  The first session is Monday, June 4, at 6:00 p.m. in the Brevard High School media center.  The second session will be Monday, June 18, at 6:00 p.m. in the Rosman High School media center.  Architects from Clark Nexsen will be present to share information and answer questions. 
 
As a reminder, the Local Government Commission (LGC) recommends a 120-day process for approval for a ballot measure.  Each of these steps are required, including public hearings.
  • BOE passes resolution and makes a written request to the commissioners.
  • Basics of what the bond will cover are clarified.
  • County hires bond attorney.
  • County applies to the LGC with the costs of the bond.
  • LGC approves (assuming).
  • Measure is placed on ballot.
  • Public hearings and meetings held to promote the bond.
  • Measure passes or not at election.
