The board of education, as an elected representative body of the school system, wishes to provide a forum for citizens to express interests and concerns related to the school system.  In order that the board may conduct an order meeting while providing an opportunity for input, individuals or groups may be heard by the board in accordance with policy 2310, Public Participation at Board Meetings, or policy 2300, Board Meetings (subsection D.2).  
  • Each month, the first part of at least one regularly scheduled board meeting will be set aside for citizens to address the board through public comment. 
  • A sign-up sheet will be available 30 minutes before the meeting begins for any individual or group to indicate their desire to address the board. 
  • Each speaker will receive 3 minutes to present comments.  The public comment session will not exceed 30 minutes total except by majority vote of the board.
  • The board chair will recognize speakers in the order in which they signed in.  Substitute speakers will not be permitted and speakers may not donate any portion of their time to another speaker.  If a speaker is unable to present all of his or her information within the specified time limit, the speaker may provide the board with additional information in written form.  If an unusually large number of people requests to speak, a majority of the board may decide to reduce the time for each individual or to require the designation of a spokesperson for each group of persons supporting or opposing the same positions.  At any time, the board may establish additional procedures to ensure that public comment sessions proceed in an efficient and order manner. 
  • Board members will not respond to individuals who address the board except to request clarification of points made by the presenter.
  • Except in cases of emergency, information received during presentations will not be acted upon at the time it is received.  It will take unanimous vote of the board members present to take action on a presentation considered to be of an unusual or emergency nature at the time it is presented.
  • Disruptions by any person or persons of a public meeting will be subject to action in accordance with G.S. 143-318.17. 
  • Complaints about the performance of school personnel, implementation of board policy, the quality of the educational program, or school facilities should be submitted initially for a response to the school system official responsible for the program or facility or to the superintendent.  The superintendent or designee shall make available policy 2310, Public Participation at Board Meetings, and other relevant grievance procedures to any individual or group submitting a complaint.
  • The board may choose to offer a second opportunity for public comment at the end of the meeting.  Sign-ups will not be required for the second public comment opportunity.
  • No solicitations will be allowed during public comment.

Public School Volunteer Week
Public School Volunteer Week, April 22-26, 2019, provides a yearly opportunity for schools and families to honor the dedicated volunteers whose contributions support student success.  To the parents, grandparents, and community members whose experience, expertise, and passion make a difference in the lives of children each and every day, we say “thank you” for all that you do.  These individuals truly embody the motto, “Teaching Everyone Takes Everyone.” 
 
Congress-Bundestag Scholarship
Miranda Smith (BHS) has earned a full scholarship to study in Germany for 10 months as a Congress-Bundestag Scholar.  Created in 1983, the Congress-Bundestag Youth Exchange (CBYX) was developed by the U.S. Congress and the German Bundestag to strengthen ties between Germany and the United States through citizen diplomacy.  Sponsored by the U.S. State Department, the CBYX is for motivated high school students who want to experience a culture and learn a language through a full immersion experience.  The exchange year, valued at over $10,000, includes placement with a German host family, admission to a German high school, pre-departure training and orientation programs, meetings with government officials, cultural excursions to the German Bundestag and German cities, and supplementary language lessons.  Over 24,000 students have prepared themselves for a global world by participating in the CBYX program.  Congratulations to Miranda! 
 
Masonry Winners
Brevard and Rosman students did well in the Land of Sky Masonry Competition held at the Haywood County Fairgrounds on March 15.  In Level 1 competition, Braden Mackey (BHS) took first place and Gavyn Rutledge (RHS) took 3rd place.  In Level 2 competition, Baxter Swicegood (BHS) won 6th place, Zeb Sweet (BHS) took 7th place, and Marissa Bautista (BHS) won 9th place.  To prepare for the competition, students worked during class and after school during open shop building sample projects.  Open shop allows students to come in and work for the full 2-3 hour time period that they will experience at the actual competition.  It also gives more time for one-on-one instruction.  The next competition will be the state SkillsUSA contest in Greensboro on April 9-11.  Braden Mackey and Marshall Owens (RHS) will be competing in Level 1 and Marissa Bautista will be competing in Level 2.  Congratulations to all the winners!
 
RMS FBLA Awards
Congratulations to the Rosman Middle School Future Business Leaders of America who took several awards in their very first year competing at the North Carolina State FBLA Conference:
 
1st Place, Community Service - Reagan Chapman, Kyndall Harrison, and Meadow McCall.  These girls also qualify for Nationals.  A big thank you goes to Mrs. Smith for her guidance and support to the team as they put their project together. 
 
2nd Place, Public Speaking - Shelby Tinsley
 
3rd Place, Desktop Publishing - Bailey Owen and Claire Owen

At the last three meetings, the board has discussed an offer by the North Carolina Department of Transportation (NCDOT) to purchase a right-of-way at Brevard High School for a 10’ wide concrete sidewalk connecting the current sidewalk in front of the new gym and the driveway closest to Gallimore Road.  The amount of the offer is $3,160 (the equivalent of $40,000 per acre).  The board has received confirmation that the project will not interfere with bond construction at the school.  Mr. Barger will give an update on lighting (see attached). 
 
The board may take action on the offer at this time.

The board is in the process of reviewing local current expense and capital outlay budget items for the 2019-2020 fiscal year.  Norris Barger will present new budget information and documents for review and discussion (see attached).  The board will hold a special meeting on Thursday, April 25, 2019 at 7:30 a.m. to approve the FY20 budget request.  The annual budget request must be submitted to the county by May 1 each year.

North Carolina statute requires board of education members to receive a minimum of 12 hours of professional development training every two years.  Local board policy states that members who attend a professional development activity will provide a report of the event to other board members.  On March 19, Tawny McCoy, Ron Kiviniemi, and Marty Griffin participated in the two-hour NCSBA webinar, “Ethics and Other Legal Duties and Responsibilities of NC School Board Members.”  Board members will have an opportunity to give a report on the webinar.
