The board of education, as an elected representative body of the school system, wishes to provide a forum for citizens to express interests and concerns related to the school system.  In order that the board may conduct an order meeting while providing an opportunity for input, individuals or groups may be heard by the board in accordance with policy 2310, Public Participation at Board Meetings, or policy 2300, Board Meetings (subsection D.2).  
  • Each month, the first part of at least one regularly scheduled board meeting will be set aside for citizens to address the board through public comment. 
  • A sign-up sheet will be available 30 minutes before the meeting begins for any individual or group to indicate their desire to address the board. 
  • Each speaker will receive 3 minutes to present comments.  The public comment session will not exceed 30 minutes total except by majority vote of the board.
  • The board chair will recognize speakers in the order in which they signed in.  Substitute speakers will not be permitted and speakers may not donate any portion of their time to another speaker.  If a speaker is unable to present all of his or her information within the specified time limit, the speaker may provide the board with additional information in written form.  If an unusually large number of people requests to speak, a majority of the board may decide to reduce the time for each individual or to require the designation of a spokesperson for each group of persons supporting or opposing the same positions.  At any time, the board may establish additional procedures to ensure that public comment sessions proceed in an efficient and order manner. 
  • Board members will not respond to individuals who address the board except to request clarification of points made by the presenter.
  • Except in cases of emergency, information received during presentations will not be acted upon at the time it is received.  It will take unanimous vote of the board members present to take action on a presentation considered to be of an unusual or emergency nature at the time it is presented.
  • Disruptions by any person or persons of a public meeting will be subject to action in accordance with G.S. 143-318.17. 
  • Complaints about the performance of school personnel, implementation of board policy, the quality of the educational program, or school facilities should be submitted initially for a response to the school system official responsible for the program or facility or to the superintendent.  The superintendent or designee shall make available policy 2310, Public Participation at Board Meetings, and other relevant grievance procedures to any individual or group submitting a complaint.
  • The board may choose to offer a second opportunity for public comment at the end of the meeting.  Sign-ups will not be required for the second public comment opportunity.
  • No solicitations will be allowed during public comment.

Taste of Transylvania 2019
On the evening of May 7, the Transylvania County Schools Educational Foundation (TCSEF) hosted the 2019 “Taste of Transylvania” at the Brevard Lumberyard.  With approximately 15 local restaurants and caterers providing their most creative and amazing appetizers, entrees, and desserts, the Foundation raised money to support the annual Creative Classroom Grants for teachers and educational opportunities for Transylvania County Schools students.  Our thanks to TCSEF Executive Director Shannon Allison and the “Taste of Transylvania” committee for all their work organizing this highly anticipated and successful annual fundraising event. 
 
TC Scholars and Memorable Educators
On May 16, Transylvania County Schools honored 155 sophomores, juniors, and seniors from Brevard High School and Rosman High School at the 36th Annual Transylvania County Scholars Recognition Evening.  The celebration began with a buffet provided by the TCS School Nutrition department, which was followed by the recognition of student scholars, presentation of scholarship awards, and the naming of Junior Marshals for 2019.  The evening concluded with a celebration of 36 individuals who were named as “Memorable Educators” by the class of 2019.  Our congratulations to all of the honorees!
 
WNC Sports Awards Banquet
More than 130 local high school athletes and teams were recognized on May 19 at the 58th WNC Sports Awards Banquet at the Omni Grove Park Inn.  Conducted by the Mountain Amateur Athletic Club, the banquet awards $60,000 in 40 categories to deserving student athletes.  The event, first held in 1959, also serves as the induction ceremony for the WNC Sports Hall of Fame.  The Hall, established in 1978, welcomed four members to the Class of 2019 including football coach Carroll Wright, who led Brevard to a 50-14-2 record from 1974-79. 
 
Brevard women’s cross country won the “Nat & Carolyn Arthur Division 1 Female Team – Olympic Sport” award, edging out Enka cross country, Roberson swimming and diving, and Roberson tennis.  Luke Ellenberger, who played multiple sports for Brevard, won the “Goforth Builders Inc., Division I Male Athlete – Major Sport” award, topping Josh Dotson; Reynolds baseball; Ren Dyer, North Buncombe basketball; and Alex Flinn, Reynolds baseball and football.  Other finalists included Brevard football for “Division I Male Team – Major Sport,” and Brevard men’s cross country for “Division I Male Team – Olympic Sport.”  Congratulations to these dedicated and talented student athletes!

The board wishes to thank the former students from Brevard High School, Rosman High School, and Davidson River School who are currently serving or have previously served in the U.S. Military.  The attached list of names is recognized at every meeting and read aloud twice a year in recognition of Veterans Day and Memorial Day.  Additional names will be included as they are received.    
 
In honor of Memorial Day on Monday, May 27, the board will read the list of names aloud.

Dr. Brian Weaver will present a draft educator input survey for the board’s review and approval.  This brief anonymous survey is designed as a local teacher retention effort, undertaken at the suggestion of school board members.  The information gathered will be used to improve teacher retention in Transylvania County Schools.  Dr. Weaver will review the proposed survey, seek input on revisions, and discuss a distribution/collection timeline.

On April 25, the board approved the budget request for the local current expense fund, capital outlay fund, restricted grants fund, and child nutrition allocation for the 2019-2020 fiscal year.  On May 14, board members and administrators attended the county commissioners’ meeting to discuss the FY20 budget request and answer questions.  Norris Barger will give an update on any new budget information or activity.  The superintendent’s budget message for FY20 is attached.
