The board of education, as an elected representative body of the school system, wishes to provide a forum for citizens to express interests and concerns related to the school system.  In order that the board may conduct an order meeting while providing an opportunity for input, individuals or groups may be heard by the board in accordance with policy 2310, Public Participation at Board Meetings, or policy 2300, Board Meetings (subsection D.2).  
  • Each month, the first part of at least one regularly scheduled board meeting will be set aside for citizens to address the board through public comment. 
  • A sign-up sheet will be available 30 minutes before the meeting begins for any individual or group to indicate their desire to address the board. 
  • Each speaker will receive 3 minutes to present comments.  The public comment session will not exceed 30 minutes total except by majority vote of the board.
  • The board chair will recognize speakers in the order in which they signed in.  Substitute speakers will not be permitted and speakers may not donate any portion of their time to another speaker.  If a speaker is unable to present all of his or her information within the specified time limit, the speaker may provide the board with additional information in written form.  If an unusually large number of people requests to speak, a majority of the board may decide to reduce the time for each individual or to require the designation of a spokesperson for each group of persons supporting or opposing the same positions.  At any time, the board may establish additional procedures to ensure that public comment sessions proceed in an efficient and order manner. 
  • Board members will not respond to individuals who address the board except to request clarification of points made by the presenter.
  • Except in cases of emergency, information received during presentations will not be acted upon at the time it is received.  It will take unanimous vote of the board members present to take action on a presentation considered to be of an unusual or emergency nature at the time it is presented.
  • Disruptions by any person or persons of a public meeting will be subject to action in accordance with G.S. 143-318.17. 
  • Complaints about the performance of school personnel, implementation of board policy, the quality of the educational program, or school facilities should be submitted initially for a response to the school system official responsible for the program or facility or to the superintendent.  The superintendent or designee shall make available policy 2310, Public Participation at Board Meetings, and other relevant grievance procedures to any individual or group submitting a complaint.
  • The board may choose to offer a second opportunity for public comment at the end of the meeting.  Sign-ups will not be required for the second public comment opportunity.
  • No solicitations will be allowed during public comment.

Burlingame Donation to TCH
Last month, the Burlingame Country Club raised $37,100 for the T. C. Henderson School of Science & Technology STEM program through their designer purse auction.  This annual fundraiser has proved to be hugely successful, with a grand total in annual donations of more than $100,000 since its inception.  As always, we are very grateful to Ms. Linda Crowther and the Burlingame fundraising committee for their hard work, and the members of the Burlingame community for their continued generosity and support of T. C. Henderson. 
 
BHS Receives Grand Piano
Many thanks to Helen Waite of Pisgah Forest who recently donated a Baldwin grand piano to the Brevard High School fine arts program.  The generous gift, worth an estimated $20,000, will be a tremendous asset to the school’s chorus, band, and theater programs.  We are very grateful to Ms. Waite for her generosity and support of Transylvania County Schools. 
 
Summer Feeding 2019
Director Carolyn Barton reports that Transylvania County School Nutrition Services served 22,950 meals to students during the summer of 2019.  The Summer Lunch on the Bus program served 2,453 meals, from 15 stops, over an average of 35 days.  Summer Lunch on the Bus helps to reach children who do not have access to day-long programming and need summer meals.  The program is well received and families are very appreciative.  This was the fourth year of operation for the Summer Lunch on the Bus program. 
 
The Backpack Buddies program served between 250-400 children this summer.  There were six delivery routes, with three delivery dates that included four or more food packs per delivery.  Back Pack Buddies also delivered food packs from the summer meal buses to Rise and Shine, Boys & Girls summer programs, and additional children in the Rosenwald and Brevard Communities via relationships with a neighborhood food pantry.  We greatly appreciate the school nutrition staff and community volunteers who contribute so much to the success of the Summer Lunch and Backpack Buddies program.
 
September is Attendance Awareness Month
The North Carolina Early Childhood Foundation wants to emphasize the importance of regular attendance to grade-level reading, academic achievement and high school graduation.  Children who miss more than 10 percent of school days are more likely to experience lower academic achievement, truancy in middle school, or even drop out of school.  The attached proclamation recognizes September as “Attendance Awareness Month” in Transylvania County Schools to support efforts to reduce chronic absenteeism and help children to learn, grow, and thrive. 
 
TCSEF Creative Classroom Grant Applications for 2020-2021
Thanks to their successful fundraising efforts in 2018-2019, the Transylvania County Schools Educational Foundation (TCSEF) has again allocated $18,000 for Creative Classroom Grants to TCS teachers for 2020-2021.  The grants provide funding for innovative and unique projects designed by teachers to enrich their classrooms.  We greatly appreciate TCSEF’s fundraising efforts with the annual Taste of Transylvania and the work of the Grants Committee, which evaluates upwards of 50 proposals each year.  Proposals for the 2020-2021 grants are due by 4:00 p.m. on Friday, October 25.  Directions and the application form are available at http://bit.ly/TCSEF_20_21.  Awards will be announced by early January 2020, and grant recipients will have up to 18 months from the date awarded to use the grant money.  Each grant winner will also receive a free ticket to the Taste of Transylvania for 2020 or 2021, depending on when the project is complete.  Good luck, teachers, and thank you, TCS Educational Foundation.

Earlier this year, the Community Relations Board (CRB) of Transylvania County invited the Board of Education to appoint three members to the CRB.  They requested that two of the members be students from Brevard High School, Davidson River School, or Rosman High School; and the third to be anyone of the board’s choosing.  Dr. McDaris will make a recommendation for one of the positions.  
 
The board may approve the superintendent’s recommendation to the Community Relations Board at this time.
