The Transylvania County Board of Education will hold a regular business meeting on Monday, June 15, 2020 at 6:30 p.m. at the Morris Education Center, 225 Rosenwald Lane, Brevard.  The board will adhere to the new remote meetings statute from the General Assembly and the Governor’s guidelines for public gatherings.  Therefore, for all remote meetings public access will not be permitted at this time.  The meeting will be conducted electronically and may be livestreamed at https://www.facebook.com/transylvania.schools/live. 
 
Any person wishing to make a public comment may email their comments to Jenny Hunter at jhunter@tcsnc.org.  Comments received by 1:00 p.m. on Monday, June 15, will be shared with the board during the meeting as appropriate within board guidelines.

Any person wishing to address the board during Public Comment should email their comment(s) to Jenny Hunter at jhunter@tcsnc.org by 1:00 p.m. on the day of the meeting and their item will be read aloud at the meeting as appropriate within board guidelines.
 
The board of education, as an elected representative body of the school system, wishes to provide a forum for citizens to express interests and concerns related to the school system.  In order that the board may conduct an order meeting while providing an opportunity for input, individuals or groups may be heard by the board in accordance with policy 2310, Public Participation at Board Meetings, or policy 2300, Board Meetings (subsection D.2).  
  • Each month, the first part of at least one regularly scheduled board meeting will be set aside for citizens to address the board through public comment. 
  • A sign-up sheet will be available 30 minutes before the meeting begins for any individual or group to indicate their desire to address the board. 
  • Each speaker will receive 3 minutes to present comments.  The public comment session will not exceed 30 minutes total except by majority vote of the board.
  • The board chair will recognize speakers in the order in which they signed in.  Substitute speakers will not be permitted and speakers may not donate any portion of their time to another speaker.  If a speaker is unable to present all of his or her information within the specified time limit, the speaker may provide the board with additional information in written form.  If an unusually large number of people requests to speak, a majority of the board may decide to reduce the time for each individual or to require the designation of a spokesperson for each group of persons supporting or opposing the same positions.  At any time, the board may establish additional procedures to ensure that public comment sessions proceed in an efficient and orderly manner. 
  • Board members will not respond to individuals who address the board except to request clarification of points made by the presenter.
  • Except in cases of emergency, information received during presentations will not be acted upon at the time it is received.  It will take unanimous vote of the board members present to take action on a presentation considered to be of an unusual or emergency nature at the time it is presented.
  • Disruptions by any person or persons of a public meeting will be subject to action in accordance with G.S. 143-318.17. 
  • Complaints about the performance of school personnel, implementation of board policy, the quality of the educational program, or school facilities should be submitted initially for a response to the school system official responsible for the program or facility or to the superintendent.  The superintendent or designee shall make available policy 2310, Public Participation at Board Meetings, and other relevant grievance procedures to any individual or group submitting a complaint.
  • The board may choose to offer a second opportunity for public comment at the end of the meeting.  Sign-ups will not be required for the second public comment opportunity.
  • No solicitations will be allowed during public comment.

District TOY and TAOY Winners
Congratulations to Laura Smith, RMS, for being named as the Transylvania County Schools Teacher of the Year for 2020-2021, and Carri Harris, BHS, for being named as the Transylvania County Schools Teacher Assistant of the Year for 2020-2021.  The district TOY and TAOY winners were announced in a Zoom recognition ceremony on Wednesday, June 10.  Our thanks to the committee members who helped pick this year’s district winners using Flipgrid, Zoom, and a lot of heart.  Retired educators Susan Bir, Kathy Haehnel, Vera Taylor, Frances Bradburn, Sue Fox, and Molly Tartt worked together with Amber Webb and Kevin Smith to review our candidates and make the final selections.  We are so proud of Ms. Smith, Ms. Harris, and all of the TCS educators who were selected as the “best of the best” for 2020-2021.  The Teacher of the Year award is sponsored by First Citizens Bank of Brevard.

RMS Winners in Democracy Project of Transylvania
The Democracy Project of Transylvania was organized in 2017 to encourage and support civic engagement, knowledge and awareness among young people and the broader community.  Middle school students from public and private schools in the county are invited to participate in a competition each year in which they prepare and present projects focused on a central theme.  This year’s theme was “Speak Out Young Americans: How does democracy help us work together to open communication, practice good citizenship, build the community, create solutions, and shape the future”  Congratulations to the following Rosman Middle School students who took prizes in the 2020 Democracy Project competition:

Summer Meal Program 2020
Summertime brings a break from school, but the need for good nutrition does not end when school lets out.  The Transylvania County Schools Department of School Nutrition will provide the Summer Meal program again this year to students and children in Transylvania County and surrounding communities.  This program is available free of charge to all children ages 18 and under.  It begins in June and runs through August at the following sites:

Chris Whitlock will request approval for a purchase of 700 Chromebooks and cases for the 2020-2021 school year.  This is the normal four-year rotation of replacement student devices for Brevard Middle School.  We are purchasing through a federal TIPS contract; therefore, an RFP was not required for the purchase.  The vendor selected, Trinity3 Technology, is our current vendor who handles warranty and replacement services for all of our other Chromebooks.  We will salvage all of the good Chromebooks we can from BMS and repurpose them in other places.  Board approval is required for purchases in excess of $90,000.  The quote from Trinity3 Technology is attached.  Mr. Whitlock will answer any questions you may have. 
 
A motion is in order to approve the purchase of 700 Chromebooks and cases from Trinity3 Technology in the amount of $208,109.13 for the 2020-2021 school year.

Missy Ellenberger will give an update on the TCS Career and College Readiness portfolio.  Due to the loss of two months of regular school, the administration will recommend suspending the Career and College Readiness portfolio at this time.  The portfolio is a local requirement (policy 3460, Graduation Requirements).  Mrs. Ellenberger will discuss plans for a path forward and answer questions from the board. 
 
The board may take action to temporarily suspend the Career and College Readiness Portfolio requirement.

On June 1, Missy Ellenberger presented the Career and Technical Education (CTE) plan for 2020-2021.  An updated strategic plan and the PRC13 document are attached.  An outline is listed below.    
 
Part I Data/ Indicators of Performance (pp. 3-29):
The data is automatically loaded from the state. Not all of the information has been uploaded as you will see; however, based on what we have, strategies have been developed to address gaps.
 
Part II Comprehensive Local Needs Assessment (pp. 30-70):
The narrative portion discusses what Transylvania CTE does well and areas for improvement, as well as strategies for making improvements.
 
Part III Local Application Narratives (pp. 72-79):
Narratives pertaining to the pathways offered by TCS, which are state approved.

Not applicable to TCS
 
Part V Budgets (pp. 83-95):
Federal PRC 017 has not been loaded by the state as of 5/28/20. However, we are told it will look similar to the 2019-2020 budget.

The School Nutrition Procurement Plan calls for a list of goods and services that go out for bid to be provided to the board of education each year.  Invitations for Bid (IFB) are utilized if the amount of purchase is more than $90,000.  Requests for Proposals (RFP) are used when informal procurement procedures are followed for purchases under $90,000.  A summary of the bid results for the 2020-2021 school year is attached.  Director Carolyn Barton will review the bids and answer any questions you may have.

Norris Barger received bids on May 28 for the following projects.  The full bid tabulation is attached. 
  • BES track resurfacing
  • BMS upper drive/parking resurfacing
  • RES parking/drive resurfacing and emergency access
  • RHS paving in front of home bleachers
These projects were bid as a package to promote better pricing.  Rosman High School concrete and Rosman Elementary School emergency access were bid as alternates because of the nature of the projects.

Each June, the board must approve an interim budget resolution in order to pay salaries and normal operating expenses for the period beginning July 1 of the new fiscal year until the final budget resolution is adopted.  The interim budget resolution for FY21 is attached.  Norris Barger will answer any questions you may have.
