Any person wishing to address the board during Public Comment should email their comment(s) to Jenny Hunter at jhunter@tcsnc.org by 1:00 p.m. on the day of the meeting and their item will be read aloud at the meeting as appropriate within board guidelines.
 
The board of education, as an elected representative body of the school system, wishes to provide a forum for citizens to express interests and concerns related to the school system.  In order that the board may conduct an order meeting while providing an opportunity for input, individuals or groups may be heard by the board in accordance with policy 2310, Public Participation at Board Meetings, or policy 2300, Board Meetings (subsection D.2).  
  • Each month, the first part of at least one regularly scheduled board meeting will be set aside for citizens to address the board through public comment. 
  • A sign-up sheet will be available 30 minutes before the meeting begins for any individual or group to indicate their desire to address the board. 
  • Each speaker will receive 3 minutes to present comments.  The public comment session will not exceed 30 minutes total except by majority vote of the board.
  • The board chair will recognize speakers in the order in which they signed in.  Substitute speakers will not be permitted and speakers may not donate any portion of their time to another speaker.  If a speaker is unable to present all of his or her information within the specified time limit, the speaker may provide the board with additional information in written form.  If an unusually large number of people requests to speak, a majority of the board may decide to reduce the time for each individual or to require the designation of a spokesperson for each group of persons supporting or opposing the same positions.  At any time, the board may establish additional procedures to ensure that public comment sessions proceed in an efficient and orderly manner. 
  • Board members will not respond to individuals who address the board except to request clarification of points made by the presenter.
  • Except in cases of emergency, information received during presentations will not be acted upon at the time it is received.  It will take unanimous vote of the board members present to take action on a presentation considered to be of an unusual or emergency nature at the time it is presented.
  • Disruptions by any person or persons of a public meeting will be subject to action in accordance with G.S. 143-318.17. 
  • Complaints about the performance of school personnel, implementation of board policy, the quality of the educational program, or school facilities should be submitted initially for a response to the school system official responsible for the program or facility or to the superintendent.  The superintendent or designee shall make available policy 2310, Public Participation at Board Meetings, and other relevant grievance procedures to any individual or group submitting a complaint.
  • The board may choose to offer a second opportunity for public comment at the end of the meeting.  Sign-ups will not be required for the second public comment opportunity.
  • No solicitations will be allowed during public comment.

At its first meeting in June, the Transylvania County Board of Education recognizes the employees of Transylvania County Schools who have retired or will be retiring during the current school year.  Some of the honorees have spent their entire careers with the Transylvania County Schools, and some have worked in other school systems in addition to Transylvania.  The 15people being recognized this year represent a combined total of 364.5 years in public education.  The board would like to offer its commendations and congratulations to the individuals named below in gratitude for their years of dedicated service to public education and the students of Transylvania County Schools.  Congratulations and best wishes to all!

Hand Sanitizer Stands
As we prepare for opening school in the fall we have run into shortages of various products such as toilet paper, hand sanitizer, etc.  We have been able to locate a supplier for touchless hand sanitizer dispensers and floor stands at $140 each.  Rather than purchasing 100 of those stands, Plant Operations supervisor Jason Merrill is buying materials and fabricating the stands for approximately $16 each—a savings of over $12,000.  Thank you, Jason!
 
JROTC Cadet Receives S.A.R. Bronze Award
On May 23, the Sons of the American Revolution (SAR) held a wreath-laying ceremony at the Transylvania County Courthouse.  After the ceremony, Colonel Larry Chapman (USMC), Color Guard of the Blue Ridge SAR Chapter, presented a Junior ROTC Bronze Award for Excellence to Cadet Staff Sergeant Alexis (Tenille) Leonard, a graduating senior at Rosman High School.  The award is given each year to a deserving cadet in recognition of outstanding leadership, military bearing, professionalism, and excellence—qualities “exemplifying the high ideals and principles which motivated and sustained our patriot ancestors.”  Cadet SSG Leonard was selected based on the recommendations of Senior Marine Instructor Colonel Scott Blankenship and Sergeant Major Thomas Hall from the Brevard and Rosman US Marine Corps JROTC unit.  Leonard is now preparing for her next steps this fall as a cadet in the Air Force ROTC program at NC State University.  Congratulations to Cadet Staff Sergeant Leonard!

Transylvania County Scholars
Transylvania County Schools recognizes seniors who have achieved the highest and most prestigious academic recognition conferred by the Transylvania County Board of Education.  These seniors will graduate with 32 credits and have maintained an impressive weighted GPA of 3.8 and an unweighted GPA of 3.5.  Additionally, sophomores and juniors are recognized as being on target to graduate as a Transylvania County Scholar.  These students are maintaining a 3.8 (weighted) and 3.5 (unweighted) GPA, as well as being on track to earn 32 credits.  Eleventh graders in the top 10% of their class are named as Junior Marshals.

Senate Bill 704 (signed into law on May 4, 2020) requires substantive changes that North Carolina school districts must incorporate into their 2020-2021 school calendars.  While the General Assembly added five (5) instructional days to the school calendar, the number of total days in the school calendar must remain the same (215 days).  This total is reached by having 180 student days, 11 holidays, 10 annual leave days, and 14 teacher workdays.  Our task was to revise the calendar with the following provisions from SB704:
  • The school calendar must consist of 215 total days (This hasn't changed).
  • The opening day for students is now August 17, 2020.
  • Closing date for students is no later than June 11, 2021.
  • The calendar must consist of “190 days of instruction” as follows:  185 days (or 1,025 hours), including five (5) remote instructional days.
  • The remote learning days may not occur prior to August 24. 
Dr. Brian Weaver prepared three draft calendars with the SB704 changes and reviewed them with the calendar committee via remote meeting on May 22.  Members were asked to share the drafts with their respective schools and collect feedback.  A second remote meeting was held on May 28 to share collected feedback, make revisions, and vote on the final draft.  The recommended new calendar for the 2020-2021 school year is attached.  Dr. Weaver will review the calendar and answer questions from the board.  He will also request board approval in order to give stakeholders timely notice of the new start date and other calendar changes.
 
The board may take action on the revised school calendar for the 2020-2021 year.

Missy Ellenberger will present the Career and Technical Education (CTE) plan for 2020-2021.  The strategic plan and the PRC13 document are attached, and Mrs. Ellenberger has provided the following outline to guide your review.  Approval of the plan will be requested at the next regular meeting on June 15.
 
Part I Data/ Indicators of Performance (pp. 3-29):
The data is automatically loaded from the state. Not all of the information has been uploaded as you will see; however, based on what we have, strategies have been developed to address gaps.
 
Part II Comprehensive Local Needs Assessment (pp. 30-70):
The narrative portion discusses what Transylvania CTE does well and areas for improvement, as well as strategies for making improvements.
 
Part III Local Application Narratives (pp. 72-79):
Narratives pertaining to the pathways offered by TCS, which are state approved.
 
Part IV Work Study (pp. 80-82):
Not applicable to TCS
 
Part V Budgets (pp. 83-95):
Federal PRC 017 has not been loaded by the state as of 5/28/20. However, we are told it will look similar to the 2019-2020 budget.

State PRC 013 - TCS is given 206 months of CTE employment. The budget is included as an attachment.

Norris Barger will give an update on the school bond construction projects.  Meetings were held with the architects and CMAR teams on May 27 (Brevard) and May 28 (Rosman).

On May 15, the superintendent submitted the board of education’s budget request for the local current expense fund, capital outlay fund, and restricted grants fund for the 2020-2021 fiscal year.  Dr. McDaris is scheduled to present at the county commissioners’ work session at 6:00 p.m. on June 1.  He and Mr. Barger will give an update.  The superintendent’s budget message for FY21 is attached.
