The Transylvania County Board of Education will hold a regular business meeting on Monday, May 3, 2021 at 6:30 p.m. at the Morris Education Center, 225 Rosenwald Lane, Brevard.
 
The board will adhere to the remote meetings statute from the General Assembly and the Governor’s guidelines for public gatherings.  Therefore, public access for all remote meetings will not be permitted at this time.  The meeting will be conducted electronically and may be livestreamed at https://youtube.com/tcsnc.
 
Any person wishing to make a public comment may email their comments to Jenny Hunter at jhunter@tcsnc.org.  Comments received by 1:00 p.m. on Monday, May 3 will be shared during the meeting as appropriate within board guidelines.

Any person wishing to address the board during Public Comment should email their comment(s) to Jenny Hunter at jhunter@tcsnc.org by 1:00 p.m. on the day of the meeting and their item will be read aloud at the meeting as appropriate within board guidelines.
 
The board of education, as an elected representative body of the school system, wishes to provide a forum for citizens to express interests and concerns related to the school system.  In order that the board may conduct an order meeting while providing an opportunity for input, individuals or groups may be heard by the board in accordance with policy 2310, Public Participation at Board Meetings, or policy 2300, Board Meetings (subsection D.2).  
  • Each month, the first part of at least one regularly scheduled board meeting will be set aside for citizens to address the board through public comment. 
  • A sign-up sheet will be available 30 minutes before the meeting begins for any individual or group to indicate their desire to address the board. 
  • Each speaker will receive 3 minutes to present comments.  The public comment session will not exceed 30 minutes total except by majority vote of the board.
  • The board chair will recognize speakers in the order in which they signed in.  Substitute speakers will not be permitted and speakers may not donate any portion of their time to another speaker.  If a speaker is unable to present all of his or her information within the specified time limit, the speaker may provide the board with additional information in written form.  If an unusually large number of people requests to speak, a majority of the board may decide to reduce the time for each individual or to require the designation of a spokesperson for each group of persons supporting or opposing the same positions.  At any time, the board may establish additional procedures to ensure that public comment sessions proceed in an efficient and orderly manner. 
  • Board members will not respond to individuals who address the board except to request clarification of points made by the presenter.
  • Except in cases of emergency, information received during presentations will not be acted upon at the time it is received.  It will take unanimous vote of the board members present to act on a presentation considered to be of an unusual or emergency nature at the time it is presented.
  • Disruptions by any person or persons of a public meeting will be subject to action in accordance with G.S. 143-318.17. 
  • Complaints about the performance of school personnel, implementation of board policy, the quality of the educational program, or school facilities should be submitted initially for a response to the school system official responsible for the program or facility or to the superintendent.  The superintendent or designee shall make available policy 2310, Public Participation at Board Meetings, and other relevant grievance procedures to any individual or group submitting a complaint.
  • The board may choose to offer a second opportunity for public comment at the end of the meeting.  Sign-ups will not be required for the second public comment opportunity.
  • No solicitations will be allowed during public comment.

National Teacher Appreciation Week
The week of May 3-7, 2021 is National Teacher Appreciation Week.  Teachers change the lives of millions of children every day, and as we approach the end of this challenging school year, we know that our teachers have done more than ever before to continue daily education with virtual classrooms and in-person learning.  All to ensure that every student has the tools they need to reach their full potential.  Let’s celebrate our teachers and show them our thanks and appreciation!
 
National School Principals’ Day
National School Principals’ Day is observed nationally on May 1st each year and is a time to thank the hardworking professionals whose leadership and dedication help provide the best education possible for students.  From supporting student achievement; managing students, teachers, and staff; and meeting the expectations of parents, the jobs of school principals are often underestimated.  Principals motivate others and help lead young people to a prosperous future.  Please join us in saying “thank you” to each of the principals in our schools:

National School Nurse Day
National School Nurse Day is May 12, 2021.  School nurses serve as a critical health hub for students, helping to ready students for learning by managing complex, chronic conditions; identifying and addressing mental health issues; promoting healthy behaviors; handling medical emergencies; and navigating through the COVID-19 pandemic by testing, tracking and vaccinating school personnel.  School nurses are essential for healthy kids, healthy schools and healthy communities.  Please join us in thanking our wonderful school nurses for all they do every day:

School Lunch Hero Day
Join us in celebrating Friday, May 7, 2021 as School Lunch Hero Day in our local schools and nationwide.  Between preparing healthy meals, adhering to strict nutrition standards, navigating student food allergies, and offering service with a smile, our school nutrition professionals are true heroes.  Please show your appreciation to your school nutrition team for all they do and thank them for meeting the challenge of keeping children fed, at home and at school, during the COVID pandemic.      
 
School Nutrition Grants Received During COVID Emergency
Director Carolyn Barton has reported that the Transylvania County School Nutrition Department received more than $166,000 in grants for food and equipment to feed children during the 2020-2021 COVID emergency:
  • Ecusta Credit Union - $3,000 (coolers for food distribution) 
  • Toxaway Charities - $20,000 (emergency food cards)
  • Dairy Alliance - $3,500 (insulated carriers) 
  • No Kid Hungry - $3,500 (coolers) 
  • NCSU-Cooperative Extension: Rapid Response Grants - $4,000/year (2020 fresh produce)
  • NCSU-Cooperative Extension: Rapid Response Grant - $2,000/year (2021 fresh produce)
  • NC Dept. Public Instruction, State Board of Education, NSLP Equipment Assistance Grant - $130,013
In addition, Mrs. Barton is applying for a $10,000 Blue Zone grant.  Our thanks to Mrs. Barton for her work in securing the grants and to the grant providers for their support. 
 
Bright Ideas Grant from Haywood EMC
Each year, the North Carolina Electric Cooperatives organization awards Bright Ideas grants to teachers for projects that improve classroom instruction and utilize innovative teaching methods.  Since 1994, teachers in our state have received more than $13.6 million in Bright Ideas grants from North Carolina’s 26 electric cooperatives, making possible nearly 13,000 innovative projects that have reached over 2.7 million students.  Our sponsoring cooperative, Haywood Electric, has invited Transylvania County teachers to apply for the grants again this year.  To apply, visit www.ncbrightideas.com.  The early bird deadline is August 16, 2021 and the final deadline is September 8, 2021. 
 
Taste of Transylvania May 4-9, 2021
The Transylvania County Educational Foundation (TCSEF) will host a week-long, pandemic-friendly version of the Taste of Transylvania this year.  The Foundation has partnered with a number of local restaurants, food trucks, wine and coffee shops, bars, and breweries to offer dine-in or take-out options on Tuesday, May 4 through Sunday, May 9, with a portion of sales benefiting the Foundation.  They also will host an online silent auction that will run the same dates as the dining options and offer a variety of items for bid.  Proceeds will go to the TCSEF’s Creative Classroom Grants for public schools.  For more information or to bid in the online auction go to https://tcsef.org/taste-of-transylvania/.  There will be an option to donate directly by texting “TCSEF” to 76278.

Policy 7805, Superintendent Evaluation, states that the board has the responsibility to maintain and improve the quality of the administrative leadership of the school system.  The primary method used to carry out this responsibility is to assist the superintendent in improving his or her effectiveness.  To this end, the board shall annually evaluate the superintendent according to the process described in policy 7805.  The following timeline is recommended for the 2020-2021 evaluation process:
 
June 21
Superintendent provides self-assessment to the board. 
Prior to July 19
Board chair and vice chair meet with superintendent to discuss self-assessment.
Prior to July 19
Board members complete and return individual evaluations to board chair or vice chair.
July 19
Board members meet in closed session to prepare consensus evaluation.
August 2
Board meets with superintendent in closed session to discuss the consensus evaluation and agree upon performance goals and recommendations for the next school year.
