The board of education, as an elected representative body of the school system, wishes to provide a forum for citizens to express interests and concerns related to the school system.  In order that the board may conduct an orderly meeting while providing an opportunity for input, individuals or groups may be heard by the board in accordance with policy 2310, Public Participation at Board Meetings, or policy 2300, Board Meetings (subsection D.2). 
  • Each month, the first part of at least one regularly scheduled board meeting will be set aside for citizens to address the board through public comment. 
  • A sign-up sheet will be available 30 minutes before the meeting begins for any individual or group to indicate their desire to address the board. 
  • Each speaker will receive 3 minutes to present comments.  The public comment session will not exceed 30 minutes total except by majority vote of the board.
  • The board chair will recognize speakers in the order in which they signed in.  Substitute speakers will not be permitted and speakers may not donate any portion of their time to another speaker.  If a speaker is unable to present all of his or her information within the specified time limit, the speaker may provide the board with additional information in written form.  If an unusually large number of people requests to speak, a majority of the board may decide to reduce the time for each individual or to require the designation of a spokesperson for each group of persons supporting or opposing the same positions.  At any time, the board may establish additional procedures to ensure that public comment sessions proceed in an efficient and orderly manner. 
  • Board members will not respond to individuals who address the board except to request clarification of points made by the presenter.
  • Issues involving individual personnel or student matters are confidential and, therefore, are not appropriate for the public comment session.  Concerns related to personnel or student matters should be handled as a complaint and reported to the superintendent or designee.
  • Except in cases of emergency, information received during presentations will not be acted upon at the time it is received.  It will take unanimous vote of the board members present to act on a presentation considered to be of an unusual or emergency nature at the time it is presented.
  • Disruptions by any person or persons of a public meeting will be subject to action in accordance with G.S. 143-318.17. 
  • No solicitations will be allowed during public comment.
  • The board may choose to offer a second opportunity for public comment at the end of the meeting.  Sign-ups will not be required for the second public comment opportunity.
  • If the board does not hold a regular meeting during a month, the board will not provide a time for public comment at any other meeting held during that month, unless a majority of the board votes to allow public comment at the meeting or unless the purpose of the meeting is a public hearing.

Honoring the BHS Cross Country Team
As reported at the November 15 board meeting, the Brevard High School Men’s Cross Country team took team and individual honors at the 2A Men’s State Championship on November 6 in Kernersville, NC.  Senior Knox Witherspoon won the men’s individual state title, and the Brevard men won their first state championship team title in the school’s history.  The scoring five included Witherspoon, Townsend Dierauf, Abdi Green, Eli Snowden, and Noah McLauchlin.  McLauchlin also won a NCHSAA and NC Farm Bureau Insurance Sportsmanship Award.  In the Women’s 2A State Championship, Brevard High Junior Lucy Murray won Brevard’s first women’s individual cross country title since 1997.  Murray also helped lead the women’s team to a fourth-place finish in the team competition.  Team members have been invited to come and be recognized by the board.  Our congratulations to the following athletes and coaches for their outstanding achievements:

National Board Certifications
The National Board for Professional Teaching Standards (NBPTS) offers National Board Certification as a way to 1) recognize the accomplished teaching that is occurring in North Carolina’s classrooms, 2) develop and retain accomplished teachers, and 3) generate ongoing improvement in schools nationwide.  It is the most respected professional certification available in K-12 education.  The certification process evaluates teaching practice through performance-based assessments and is based on rigorous standards that represent what accomplished teachers should know and be able to do.  Teachers who earn the certification are eligible for significant pay increases.  Congratulations to the following teachers who recently earned NBPTS certification:

National Read Across America Day
Wednesday, March 2, 2022 was National Read Across America Day in schools and libraries across the country.  Established by the National Education Association in 1998 to help get kids excited about reading, the day occurs each year on the birthday of beloved children’s author Dr. Theodor Seuss Geisel, known to all as “Dr. Seuss.” 
 
National School Breakfast Week
March 7-11, 2022 is National School Breakfast Week.  This year’s theme, “Take Off with School Breakfast,” helps remind parents and stakeholders that a healthy school breakfast can help students “take off” and reach their goals.  Studies show that children who eat school breakfast are more likely to achieve higher levels in reading and math, score higher on standardized tests, have better concentration and memory, and be more alert and maintain a healthy weight.  Reach out to your child’s school nutrition staff and say “thank you” for their great work in supporting healthy kids. 
 
School Social Workers’ Week
The week of March 6-12, 2022 is National School Social Workers’ Week, and a time to celebrate the hard-working professionals who go above and beyond to provide help for students’ mental health issues, behavioral challenges, emotional well-being, and academics.  School social workers help develop education policies, work with crisis interventions, and identify and report child neglect and abuse.  Our school social workers are Abby Ammons, Beth Branagan, and Shanaia Powell.  Please join us in showing appreciation for the important work they do.
 
Arts in Our Schools Month
March is “Arts in Our Schools Month.”  Arts Education in North Carolina includes dance, music, theater arts, and visual arts—each with its own body of knowledge and skills.  The arts are everywhere in our lives, shaping our experience daily and adding depth and dimension to the human journey.  Arts Education contributes to students’ development through heightened skills in listening, creativity, understanding human experiences, creative problem solving, adapting to and respecting diversity, communicating effectively (verbally and non-verbally), reading, self-expression, imagination, self-confidence and self-reliance.  Over 95% of all students enrolled in NC public schools have access to Arts Education courses.  We urge all citizens to celebrate Arts Education as an essential part of every student’s education. 
 
Brevard Middle School - 2022 Western District Band
The following Brevard Middle School students represented Transylvania County Schools in the 2022 Western District Bands last month.  They submitted their audition videos in January, which consisted of a required solo and scales/rudiments.  Band directors, college professors, and professional musicians from across Western Carolina judged the videos. The top-scoring students were placed into either the Symphonic “top” Band or the Concert Band.  The students traveled to Cullowhee for two days of rehearsals and a concert on Saturday, February 26, 2022 in the Bardo Auditorium at Western Carolina University.  Band director Donnie Mulligan stated, "With COVID protocols shutting down most outlets for bands to perform over the past two years, I am still amazed and thrilled that these kids are staying motivated and working hard."   Everyone is incredibly proud of the hard work these students continue to do.

Dr. McDaris and Ms. Frost will present applications to apply for Needs-Based Public School Capital Fund (NBPSCF) Grants totaling $50 million.  The NBPSCF is funded with revenue from the North Carolina Education Lottery and is designed to address critical K-12 school facility needs across the state.  Due to increased lottery revenues, $395 million is available for NBPSCF grants in the FY2021-22 award cycle.  The maximum amount per grant is $50 million.  If the board approves moving forward with the applications, the next step would be for the applications to go before the board of commissioners for their approval.  The grant requires a 0-35% match from a county’s local government, depending on property tax data.  The deadline for submission is March 15, so this would need to be considered by the commissioners at their meeting on March 14.  The applications are attached.
 
A motion is in order to approve the applications for Needs-Based Public School Capital Fund Grants.

The 2022 summer schedule for central services and other administrative offices is presented to the board as information.  Ten 40-hour weeks consisting of four 10-hour days will begin on Monday, June 6, and end on Thursday, August 11.  Office hours will be 7:00 a.m. to 5:00 p.m.  Monday through Thursday.  Offices will be closed on Fridays.  Offices also will close on Monday, July 4 for the Independence Day holiday.  The regular five-day schedule will resume on Monday, August 15.  The summer calendar is attached.

North Carolina statute requires board of education members to receive a minimum of 12 hours of professional development training every two years.  Local board policy states that members who attend a professional development activity will provide a report of the event to other board members.  On March 3-4, 2022, Mr. Kimsey Jackson attended the NCSBA 2022 Virtual Spring Law Conference.  He will have an opportunity to give a report.
