The board of education, as an elected representative body of the school system, wishes to provide a forum for citizens to express interests and concerns related to the school system.  In order that the board may conduct an orderly meeting while providing an opportunity for input, individuals or groups may be heard by the board in accordance with policy 2310, Public Participation at Board Meetings, or policy 2300, Board Meetings (subsection D.2).  
  • Each month, the first part of at least one regularly scheduled board meeting will be set aside for citizens to address the board through public comment. 
  • A sign-up sheet will be available 30 minutes before the meeting begins for any individual or group to indicate their desire to address the board. 
  • Each speaker will receive 3 minutes to present comments.  The public comment session will not exceed 30 minutes total except by majority vote of the board.
  • The board chair will recognize speakers in the order in which they signed in.  Substitute speakers will not be permitted and speakers may not donate any portion of their time to another speaker.  If a speaker is unable to present all of his or her information within the specified time limit, the speaker may provide the board with additional information in written form.  If an unusually large number of people requests to speak, a majority of the board may decide to reduce the time for each individual or to require the designation of a spokesperson for each group of persons supporting or opposing the same positions.  At any time, the board may establish additional procedures to ensure that public comment sessions proceed in an efficient and orderly manner. 
  • Board members will not respond to individuals who address the board except to request clarification of points made by the presenter.
  • Issues involving individual personnel or student matters are confidential and, therefore, are not appropriate for the public comment session.  Concerns related to personnel or student matters should be handled as a complaint and reported to the superintendent or designee.
  • Except in cases of emergency, information received during presentations will not be acted upon at the time it is received.  It will take unanimous vote of the board members present to act on a presentation considered to be of an unusual or emergency nature at the time it is presented.
  • Disruptions by any person or persons of a public meeting will be subject to action in accordance with G.S. 143-318.17. 
  • No solicitations will be allowed during public comment.
  • The board may choose to offer a second opportunity for public comment at the end of the meeting.  Sign-ups will not be required for the second public comment opportunity.
  • If the board does not hold a regular meeting during a month, the board will not provide a time for public comment at any other meeting held during that month, unless a majority of the board votes to allow public comment at the meeting or unless the purpose of the meeting is a public hearing.

Employee Referral Bonus
Help us find employees to join the TCS family!  Beginning this spring, all Transylvania County Schools employees (full-time and part-time) are eligible to earn a $750 referral bonus if they refer a candidate who is hired by TCS and works a minimum of 90 days.  There is no limit on the number of referral bonuses an employee may receive.  This referral incentive is available from March 7, 2023 through December 31, 2023.  To view vacancy listings or apply, visit www.tcsnc.org/careers.
 
TCSEF Creative Classroom Grant Winners
Congratulations to the 2023-2024 Creative Classroom grant recipients!  The projects listed below totaling $8,000 were recommended for funding for the 2023-2024 school year through the Transylvania County Schools Educational Foundation in partnership with the Brevard and Pisgah Forest Rotary Clubs.  These competitive grants are part of the funding that the Foundation makes available each year to enrich classrooms, provide scholarships and student leadership opportunities, and support teacher leadership initiatives.  Our thanks to the Educational Foundation and Rotary Clubs for their fundraising efforts and the work of the Grants Committee in evaluating the proposals.

April is Child Abuse Prevention Month

April is National Child Abuse Prevention Month and a time to recognize the importance of families and communities working together to prevent child abuse and neglect.  Prevention services and supports can help to protect children and strengthen families.  Communities have a role in ensuring that children have positive experiences and families have the resources they need when they need them—well before they are in crisis.  We invite you to learn more at childwelfare.gov/preventionmonth/.

 
Public School Volunteer Week Apr. 17-21
The week of April 17-21, 2023 is the 27th Annual Public School Volunteer Week.  It’s the perfect time to recognize the important contributions of parents, grandparents, and community members in supporting student success.  From donating time and assisting with classroom activities, to tutoring and mentorship, our volunteers spend countless hours nurturing and challenging students.  Be sure to thank the dedicated volunteers in your child’s school today!
 
National Administrative Professionals Day Apr. 26
In the U.S., National Administrative Professionals Day is the Wednesday of the last full week of April.  This year it is April 26, 2023.  Executive assistants and administrative professionals can often be the glue that holds an organization together.  The duties of office support professionals who work in the schools and the central office are incredibly diverse, but all wear multiple hats and stay abreast of the latest technologies and best practices in their field.  Our thanks and appreciation go the Transylvania County Schools Office Support Professionals for all they do every day:

Kindergarten Rally & Registration for 2023-2024
A reminder that Kindergarten registration for the 2023-2024 school year is coming up soon.  A Kindergarten Rally will be held on Thursday, April 6, from 4:00 to 6:00 p.m. at Transylvania Parks and Recreation.  Kindergarten registration will be available in all our elementary schools on Monday, April 17 through Friday, April 21 from 8:30 a.m. to 2:30 p.m., and also from 4:00 p.m. to 6:00 p.m. on Thursday, April 20.  Starting school is an exciting experience for young children and we want to be sure it is a positive one.  All children who will be five (5) years old on or before August 31, 2023 are eligible to start kindergarten this fall.  For more information, please visit tcsnc.org/kindergarten registration.
 
Back Pack Buddies
On March 31st, Central Office staff, School Nutrition staff, school social workers and volunteers met at the Morris Education Center to fill 290 bags of nutrient-dense foods for students to take home over Spring Break via the Back Pack Buddies program.  The food items totaled approximately $17,000.  If you would like to support the Backpack Buddies program, please visit tcsnc.org/back pack buddies program to make a donation.  If you have questions or would like to volunteer, please contact Janette Broda, Director of School Nutrition, at 885-7377.  Special thanks go to all school staff who helped pack and deliver bags to our students.
 
BHS Culinary Team Wins 6th Place in 2023 NC Junior Chef Competition
Congratulations to the BHS Culinary Team members Meleah Foster, Jordan Joyner, and Han Pham for winning 6th place in the North Carolina Junior Chef Competition with their dish, Thai Pineapple Fried Rice w/Chicken.  Eight teams from across the state were selected as finalists to compete in the statewide cook-off.  The teams were challenged to develop a creative recipe for a school lunch entrée.  The recipes had to meet the National School Lunch nutrition standards, include at least two North Carolina-grown products and one USDA Foods item, be replicable by School Nutrition programs, and appeal to student tastes.  This year, at least one of the locally grown ingredients had to be cabbage, dark leafy greens, legumes/beans or peas, sweet potatoes, winter squash, or wheat.  For the initial round of the competition, teams submitted their recipes along with nutrient and cost analysis and photos.  For the cook-off phase, the student chefs submitted a video of their teams preparing and plating their entrée and a work plan for how they could prepare the dish within the 90-minute time limit.  The teams presented their dishes on March 28 or 29 during virtual live interviews with a panel of evaluators.  Results were announced on March 30 and teams were invited to participate in a virtual awards ceremony with their families, teachers, principals, School Nutrition directors, superintendents, and public information officers.  Team members will receive NC Junior Chef coats, hats, and aprons along with certificates and medals based on team scores.  The Junior Chef Competition was created to inspire the next generation of culinary professionals, stimulate interest in locally produced agriculture, provide nutrition education, and encourage healthy eating habits.  The competition is sponsored by the NCDPI Office of School Nutrition and the Office of Career and Technical Education in partnership with the NC Department of Agriculture & Consumer Services’ Farm to School Program, Farm to School Coalition of NC, and the School Nutrition Association of NC.  Jessica Whitmire was the teacher advisor and Janette Broda was the School Nutrition advisor. 
  
BMS Student Makes All-State Band
Congratulations to Brevard Middle School Student Naila Small for earning the 1st chair Bass Clarinet position in the 2023 North Carolina All-State Band. "Naila is a great student and works really hard. No one is more deserving of the honor. She will go far in music and life," stated Brevard Middle School band director Donnie Mulligan.  Naila auditioned on March 4th at Atkins High School (Winston-Salem) against the best players in the state.  She was scored on scales, a prepared solo, and sight reading. The top scorers were chosen for the band.  All-State band members will travel to UNC-Greensboro on April 28-30 to rehearse and perform in concert on Sunday, April 30 at 1:00 p.m. in the UNC-G Auditorium.
 
Rosman High Students Win at FBLA Conference

The Rosman Chapter of the FBLA traveled to Greensboro for the state leadership conference on March 23-25.  Advisors Tammy Hall and Lindsay Barton took seven students to compete in the areas of graphic design, public speaking, and social media strategies.  Senior Johnathan Meeks placed in the Top 10 for Public Speaking.  Freshmen Tristan Powell and Hope Cook placed in the Top Ten for Graphic Design.  This conference is an excellent opportunity for students to learn and grow in their leadership abilities.

North Carolina House Bill 8, which requires a student to earn passing grade in a computer science course to graduate from high school, has been approved by the House and the Senate has approved the first read.  Director Missy Ellenberger will ask the board to update the local computer science requirement for Transylvania County Schools to align with House Bill 8 by changing the requirement to begin with the class of 2024-2025 (current 7th graders) instead of the class of 2023-2024 (current 8th graders).
 
A motion would be in order to modify the Transylvania County Schools computer science requirement to begin with the class of 2024-2025 (current 7th graders).

At the March 6 meeting, Dr. Brian Weaver presented 29 revised policies from the NCSBA Fall 2022 PLS (Policies to Lead the Schools) Custom Updates and one locally revised policy as first- read information.  Some policies had only minor changes and others contained substantive changes.  There were no new policies.  Board members requested that the policies with minor changes be submitted for approval at the March 20 meeting, and the policies with substantive changes be presented for approval on April 3.  At the March 20 meeting, the board voted to postpone policy due to the length of the agenda.  The 20 policies with minor changes are therefore presented at this meeting for approval.  Dr. Weaver will answer any questions you may have.

12. Resolution Opposing House Bill 219

North Carolina law recognizes that local school districts receive certain funds that should not be apportioned or “shared” with charter schools because 1) the charter school does not provide the program or service for which the funds are received, 2) the funds are simply a reimbursement to the local school district for unrestricted monies already spent including revenues previously shared with the charter schools, and/or 3) the monies are legally restricted and cannot be shared.  Pending House Bill 219, “Charter School Omnibus,” removes the list of protected funds that public schools do not have to share with charter schools.  By removing these protections, HB 219 will create unequal rather than equal funding for K-12 education as described in the attached resolution.  If the bill passes, the negative financial impact to local school districts would be substantial. 
 
The board may choose to adopt the attached resolution opposing House Bill 219, “Charter School Omnibus.”

Rosman Mayor Brian Shelton has requested that the Board of Education consider granting an easement that would allow the construction of a walking path between the exterior fencing at Rosman Elementary School and the river.

The board will entertain a motion to go into closed session pursuant to N.C.G.S. § 143-318.11(a)(1) to prevent the disclosure of privileged or confidential personnel information pursuant to G.S. § 115C-319-321; subsection (a)(5) to consider the qualifications, competence, performance, character, fitness, conditions of appointment, or conditions of initial employment of an individual public officer or employee or prospective public officer or employee; and subsection (a)(3) to consult with an attorney employed or retained by the public body in order to preserve the attorney client privilege between the attorney and the public body.
