The board of education, as an elected representative body of the school system, wishes to provide a forum for citizens to express interests and concerns related to the school system.  In order that the board may conduct an orderly meeting while providing an opportunity for input, individuals or groups may be heard by the board in accordance with policy 2310, Public Participation at Board Meetings, or policy 2300, Board Meetings (subsection D.2). 
  • Each month, the first part of at least one regularly scheduled board meeting will be set aside for citizens to address the board through public comment. 
  • A sign-up sheet will be available 30 minutes before the meeting begins for any individual or group to indicate their desire to address the board. 
  • Each speaker will receive 3 minutes to present comments.  The public comment session will not exceed 30 minutes total except by majority vote of the board.
  • The board chair will recognize speakers in the order in which they signed in.  Substitute speakers will not be permitted and speakers may not donate any portion of their time to another speaker.  If a speaker is unable to present all of his or her information within the specified time limit, the speaker may provide the board with additional information in written form.  If an unusually large number of people requests to speak, a majority of the board may decide to reduce the time for each individual or to require the designation of a spokesperson for each group of persons supporting or opposing the same positions.  At any time, the board may establish additional procedures to ensure that public comment sessions proceed in an efficient and orderly manner.  
  • Board members will not respond to individuals who address the board except to request clarification of points made by the presenter.
  • Issues involving individual personnel or student matters are confidential and, therefore, are not appropriate for the public comment session.  Concerns related to personnel or student matters should be handled as a complaint and reported to the superintendent or designee.
  • Except in cases of emergency, information received during presentations will not be acted upon at the time it is received.  It will take unanimous vote of the board members present to act on a presentation considered to be of an unusual or emergency nature at the time it is presented.
  • Disruptions by any person or persons of a public meeting will be subject to action in accordance with G.S. 143-318.17. 
  • No solicitations will be allowed during public comment.
  • The board may choose to offer a second opportunity for public comment at the end of the meeting.  Sign-ups will not be required for the second public comment opportunity.
  • If the board does not hold a regular meeting during a month, the board will not provide a time for public comment at any other meeting held during that month, unless a majority of the board votes to allow public comment at the meeting or unless the purpose of the meeting is a public hearing.

Transylvania County Arts Council 2023 Student Exhibit
Please mark your calendars for the Transylvania County Public Schools Student Art Exhibit on May 4-20, 2023 at the Transylvania Community Arts Council (TCArts), located at 349 S. Caldwell Street, Brevard.  Each spring, TCArts and art teachers in the schools partner to select and showcase works of art from students across grades K-12.  An opening reception will be held on Thursday, May 4, from 4:30pm to 6:30pm at TCArts.  Gallery hours are 11am to 5pm Tuesday through Friday and 1pm to 4pm on Saturdays during exhibits.
 
National Technical Honor Society Inductions
Brevard and Rosman High Schools inducted 69 students into the National Technical Honor Society (NTHS) on April 25 and 26. The NTHS recognizes outstanding student achievement in technical education.  The newly inducted members have demonstrated exceptional performance and met rigorous criteria for induction. They have been recommended by two Career Technical Education (CTE) teachers, demonstrated strong character and leadership traits, and followed these rigorous academic standards:
 
  • Overall GPA of 3.0 or higher on a 4.0 scale (unweighted)
  • An active participant in a CTE Student Organization
  • Completed a CTE career pathway
 
The NTHS provides students opportunities for personal growth, leadership development, and career advancement. Members are also eligible for scholarships, recognition, and networking opportunities.  Family, friends, and members of the school community were in attendance to celebrate the achievements of these outstanding students.  Congratulations to the newly inducted members of the National Technical Honor Society at Brevard and Rosman High Schools!
 
“Of the Year” Awards 2023-2024
Transylvania County Schools celebrated the outstanding educators for 2023-2024 at the “Of the Year” Awards Program on April 18th in the Rogow Room of the Transylvania County Library.  Baylee Hale, PFES, was announced as the District Teacher of the Year and Nijayah Cruell, BHS, was announced as the District Teacher Assistant of the Year for 2023-2024.  Our thanks to Ms. Amber Webb and First Citizens Bank for sponsoring the Teacher of the Year awards.  Thanks also to the members of the 2023-2024 interview committee who volunteered their time to interview all of the school-level teachers and teachers assistants of the year in order to select our two “best of the best” district winners.

STEAM Expo 2023
The Transylvania County Schools STEAM Expo held on April 23 at Transylvania County Parks and Recreation was a huge success!  Staff and students provided many activities for the community to engage in or make and take, and students led many of the activities.  Visitors were able to engage in fun activities such as a life-size Operation game; Airzooka (air power); catapults; robotics; gas-powered rockets; termite dissections to look at microbes; “Going on a Bear Hunt” that integrated reading skills, art, and robotics; lots of visual art; Breakout Boxes; Tiger Radio podcast; talking trees; and bird feeders, just to name a few.  The projects showcased problem solving, higher order thinking, collaboration, creativity and inquiry skills that can be applied beyond the classroom.  Thank you to all the students and staff who participated!
 
RHS National Honor Society Trip
During Spring Break, sixteen members of the Rosman High School National Honor Society headed to the Florida Keys for a five-day trip that included beach time and snorkeling, feeding sharks at an aquarium, visiting a Wild Bird Sanctuary, a Dolphin Center, a day trip to the Dry Tortugas National Park, an airboat ride and alligator show in the Everglades, and two service projects—creating papier mâché treat eggs for the birds in care at the rehabilitation center and volunteering at one of the RCMA preschools for children of migrant workers.  And of course, the BEST key lime pie at the Blonde Giraffe Key Lime Pie Factory.  The students and chaperones had a wonderful time.  The trip was made possible by community donations and students working to earn money to pay for the trip through fundraisers.   
 
MCJROTC Serves Community for Earth Day
The Transylvania County Schools Marine Corps Junior ROTC served the community by picking up trash and planting flowers in recognition of Earth Day.  Cadets collected seven bags of trash from Gallimore, Sugarloaf and Country Club Roads, as well as the BHS campus.  The cadets also planted flowers at Brevard High School, and we look forward to the coming days as the seeds bring new life and color to the campus.  The MCROTC would like to thank the Brevard Rotary Club for its support of this project. 
 
RHS Theater Department Presents “A Night of Music and Drama” May 9
The Rosman High School Theater department will present “A Night of Music and Drama” on Tuesday, May 9th at 7:00 p.m. in the Rosman High School Auditorium.  Directed by Linda Peeples, the presentation will feature “Balcony Scene” by Donald Esler and “The Common But Clever Peasant” by Christina Hamlett.  Tickets are $10 at the door and doors will open at 6:30 p.m.
 
BHS Thespians Presents “Mamma Mia!” May 12-14
Tickets are on sale now for the Brevard High School Spring Musical, “Mamma Mia!,” premiering Friday and Saturday May 12th and 13th at 7:00 p.m. and Sunday, May 14th at 2:00 p.m. in the Brevard High School Auditorium.  Told through the legendary music of ABBA, this musical has become a worldwide sensation that has audiences everywhere dancing.  Buy your tickets at bit.ly/BHSMammaMia or scan the QR code on one of the posters around the school.  Adult tickets are $15, student tickets are $12, and children’s tickets are $10.
 
National Teacher Appreciation Week May 8-12
National Teacher Appreciation Week is May 8-12, 2023.  Teachers shape the lives of millions of children every day, and are some of the hardest working people in the workforce.  Teachers go above and beyond for their classes, creating not only lesson plans but a sense of safety and belonging for their students.  They work to reach the students who are falling behind and they encourage students to excel.  Teachers strive to meet every challenge with compassion, creativity and care.  Whether you are an educator or a supporter of one, join us this week and throughout the year in showing them your respect and appreciation. 
 
Celebrating Adria Hardy
Congratulations to Brevard High School teacher Adria Hardy who was named as a 2023 Morehead-Cain Impact Educator.  Ms. Hardy was awarded a Discovery Fund grant of $2,070 to attend the AP Statistics Summer Institute in Davidson, NC. 
 
National School Principals Day May 1, 2023
School Principals’ Day is observed every year on May 1st as a time to show appreciation to the school administrators who work hard to create an enriching learning environment for students.  Some interesting facts about school principals:
 
  • The principal has a big impact on student achievement.  A recent study demonstrated that an effective principal’s presence led to a positive impact on student progress. 
  • Effective principals seek out and retain effective teachers which in turn leads to an improvement in student performance.  The discipline and success of the school depends on the principal. 
  • In earlier decades, principals taught classes.  Nowadays, they are responsible for school administration and organization.  However, nearly all principals started their careers as teachers.  When needed, they can step in and teach a class, drive a bus, or help a beginning teacher engage with students and make the learning process interesting.
 
Principals do so much for students and families, and this is the perfect time to say thank you!
 
National School Nurse Day May 10, 2023
As healers, comforters, and role models, school nurses rise to the challenge of caring for students every day.  School nurses help improve attendance, enforce federal law, help staff health, and improve academic performance.  They can help prepare students to learn by providing examinations, treatment and follow-up to children who are at risk of developing persistent physical, cognitive, or social or emotional problems.  They are essential for healthy kids, healthy schools, and healthy communities.  Please join us in recognizing our school nurses for all they do:

School Lunch Hero Day is May 5, 2023
When we say our school nutrition professionals are heroes, we mean it.  That’s why we celebrate them every spring with the annual School Lunch Hero Day, which is this Friday, May 5th.  It is an opportunity for everyone to recognize the difference these hard-working team members make for every child who comes through their cafeteria.  
 
PreK Farm to Preschool Grant
Congratulations to Kelii Krueger for receiving the Farm to Preschool Grant for both PreK classrooms at BES.  These students will learn about worms and compost as well as be able to purchase supplies and materials to create gardens.  The students will also enjoy a visit from a local farmer to help them with their gardens.
 
Thank You to BHS Students
A big shout out to students in the Brevard High School OCS class who came to the Morris Education Center in April and packed 400 bags for the 2023 kindergarten registration.  They did an awesome job!
 
Dr. McDaris Retirement Celebration May 23
We invite faculty, staff, and the community to join us as we celebrate and honor a 40-year career in public education at the Drop-in Retirement Reception for Dr. Jeff McDaris on Tuesday, May 23, from 4-7pm at the Mary C. Jenkins Community Center, located at 221 Mills Avenue, Brevard.  We hope everyone can come by to share memories and wish Dr. McDaris well as he enters this new and exciting phase of life.

On March 6, Dr. Brian Weaver presented 29 revised policies from the NCSBA Fall 2022 PLS (Policies to Lead the Schools) Custom Updates and one locally revised policy as first-read information.  There were no new policies.  Twenty of the policies that contained only minor changes were approved on April 3rd.  The remaining 10 policies that contain more substantial changes have been postponed for several weeks to provide more time for review.  The policy revisions are summarized below.  Dr. Weaver will answer any questions you may have. 
 
2120, Code of Ethics for School Board Members.  Language was added requiring that board members comply with all board policies that set expectations for conduct, regardless of whether the policies expressly require compliance by board members.
 
3220, Technology in the Educational Program.  Language has been updated throughout to align the policy with the 2022 North Carolina Digital Learning Plan.
 
Changes Regarding Children of Military Families.  North Carolina participates in the Interstate Compact on Educational Opportunity for Military Children (“Compact”), an agreement among states to alleviate many of the educational transition issues military families encounter, including certain barriers to enrollment.  The state law implementing the Compact, G.S. 115C-407.5, applies to “children of military families,” defined as school-aged children enrolled in K-12 in the household of an active duty member.  New statute G.S. 115C-407.12 extends the benefits of the Compact to children of an inactive member, but only if (1) the inactive member is required to move to perform military service–related responsibilities, (2) the move results in a transfer of school systems for the child, and (3) the inactive member presents a copy of the official military transfer order to the school from which services for the child are requested.  If the move results in an interstate transfer of the child between the school system and another school system in a different state, the superintendent shall direct school officials to attempt to coordinate with the out-of-state school system on behalf of the child but cannot require the receiving school system to provide specific services.  The revisions change the definition of children of military families in policy 4050, Children of Military Families, to include the children covered by G.S. 115C-407.12.  In addition, the following policies have been revised due to the new law:

3620, Extracurricular Activities and Student Organizations
4100, Age Requirements for Initial Entry
4110, Immunization and Health Requirements for School Admission (approved 4.03.23)
4155, Assignment to Classes (approved 4.03.23)
4400, Attendance (approved 4.03.23)
4700, Student Records
 
4220, Student Insurance Program.  Information has been added to address the new statutory requirement that boards purchase catastrophic insurance for high school interscholastic athletic activities.
 
4300, Student Behavior Policies.  In accordance with a new statutory provision, language has been added to the first paragraph requiring that teachers, school-based administrators, parents, and law enforcement be consulted when existing student behavior policies are revised or new such policies are created. 
 
4700, Student Records.  Section K has been rewritten to more accurately describe the requirements for destruction of student records.
 
7130, Licensure.  Adds information about lifetime licenses, lifetime license holders, and professional development.  Deletes language requiring the superintendent to inform teachers of the state process for appealing the state’s licensing decision because that information comes from a SBE policy that no longer exists.
 
7241, Drug and Alcohol Testing of Commercial Motor Vehicle Operators.  Effective January 6, 2023, the federal regulations no longer require that school officials contact an applicant’s previous employers that are regulated by the Federal Motor Carrier Safety Administration (FMCSA).

The board will entertain a motion to go into closed session pursuant to N.C.G.S. § 143-318.11(a)(1) to prevent the disclosure of privileged or confidential personnel information pursuant to G.S. § 115C-319-321; subsection (a)(5) to consider the qualifications, competence, performance, character, fitness, conditions of appointment, or conditions of initial employment of an individual public officer or employee or prospective public officer or employee; and subsection (a)(3) to consult with an attorney employed or retained by the public body in order to preserve the attorney client privilege between the attorney and the public body.
