North Carolina law recognizes that local school districts receive certain funds that should not be apportioned or “shared” with charter schools because 1) the charter school does not provide the program or service for which the funds are received, 2) the funds are simply a reimbursement to the local school district for unrestricted monies already spent including revenues previously shared with the charter schools, and/or 3) the monies are legally restricted and cannot be shared.  Pending House Bill 219, “Charter School Omnibus,” removes the list of protected funds that public schools do not have to share with charter schools.  By removing these protections, HB 219 will create unequal rather than equal funding for K-12 education as described in the attached resolution.  If the bill passes, the negative financial impact to local school districts would be substantial. 
 
The board may choose to adopt the attached resolution opposing House Bill 219, “Charter School Omnibus.”
