The board of education, as an elected representative body of the school system, wishes to provide a forum for citizens to express interests and concerns related to the school system.  In order that the board may conduct an orderly meeting while providing an opportunity for input, individuals or groups may be heard by the board in accordance with policy 2310, Public Participation at Board Meetings, or policy 2300, Board Meetings (subsection D.2).
  • Each month, the first part of at least one regularly scheduled board meeting will be set aside for citizens to address the board through public comment.
  • A sign-up sheet will be available 30 minutes before the meeting begins for any individual or group to indicate their desire to address the board.
  • Each speaker will receive 3 minutes to present comments.  The public comment session will not exceed 30 minutes total except by majority vote of the board.
  • The board chair will recognize speakers in the order in which they signed in.  Substitute speakers will not be permitted and speakers may not donate any portion of their time to another speaker.  If a speaker is unable to present all of his or her information within the specified time limit, the speaker may provide the board with additional information in written form.  If an unusually large number of people requests to speak, a majority of the board may decide to reduce the time for each individual or to require the designation of a spokesperson for each group of persons supporting or opposing the same positions.  At any time, the board may establish additional procedures to ensure that public comment sessions proceed in an efficient and orderly manner.
  • Board members will not respond to individuals who address the board except to request clarification of points made by the presenter.
  • Issues involving individual personnel or student matters are confidential and, therefore, are not appropriate for the public comment session.  Concerns related to personnel or student matters should be handled as a complaint and reported to the superintendent or designee.
  • Except in cases of emergency, information received during presentations will not be acted upon at the time it is received.  It will take unanimous vote of the board members present to act on a presentation considered to be of an unusual or emergency nature at the time it is presented.
  • Disruptions by any person or persons of a public meeting will be subject to action in accordance with G.S. 143-318.17.
  • No solicitations will be allowed during public comment.
  • The board may choose to offer a second opportunity for public comment at the end of the meeting.  Sign-ups will not be required for the second public comment opportunity.
  • If the board does not hold a regular meeting during a month, the board will not provide a time for public comment at any other meeting held during that month, unless a majority of the board votes to allow public comment at the meeting or unless the purpose of the meeting is a public hearing.

Congratulations, Class of 2023
The Class of 2023 celebrated the culmination of their K-12 educational careers with family and friends in three commencement ceremonies held at the Brevard Music Center earlier this month.  Starting with Davidson River School on Thursday, June 8; Brevard High School on Friday, June 9; and ending with Rosman High School on Saturday, June 10, the graduations were an impressive tribute to the senior class of 2023 and all they have achieved.  To view the livestreamed ceremonies, please visit https://youtube.com/tcsnc.

Literacy at Home:  Digital Children’s Reading Initiative
In order to provide continuing support for North Carolina’s youngest readers, The North Carolina Department of Public Instruction Office of Early Learning has developed and released “Literacy at Home.”  This free digital resource provides literacy activities at each grade level, Pre-K through fifth grade.  Families and communities may access this resource for activities that specifically target the literacy skills of phonemic awareness, phonics, fluency, vocabulary, reading comprehension, and oral language.  When children grow in these foundational areas they are well on their way to becoming proficient readers.  Parents may access the program from the TCS website or visit dpi.nc.gov/students-families/parents-corner/literacy-home-digital-childrens-reading-initiative.

Heather McNeely is a Finalist for NCCAT CTE Teacher of the Year
Congratulations to Rosman High School teacher Heather McNeely for being selected as a finalist for the North Carolina Center for the Advancement of Teaching (NCCAT) 2023 NC Career and Technical Education (CTE) Teacher of the Year Award.  Heather will be recognized at the NCCCAT Summer Conference Awards Gala on July 18, 2023 in Winston-Salem and is invited to attend the NCCAT CTE Teacher of the Year Program scheduled for October 16-20, 2023 at Western Carolina University in Cullowhee.

Reminder:  TCS Offers Summer Lunch Program
Summer break has begun, and students may not be in our buildings, but we continue serving them and their families.  Transylvania County Schools will partner with several locations in our community as meal sites to help administer our Summer Lunch Program.  Through this program, School Nutrition will offer lunch for children and teens 18 and under.  Children do not have to qualify for free or reduced lunch to participate and do not have to attend TCS.  For more information, contact the School Nutrition Office at (828) 884-6173.

Following the June 5 board meeting, the administration and board legal counsel requested additional changes to the SHARP Business Systems contract documents for further clarification.  Changes were agreed to by SHARP to address the following issues:
  1. Local current expense appropriation:  The obligation is a straight lease with no option to purchase.  Thus, the school board retains the discretionary authority regarding the allocation of funds to continue the lease in future fiscal years.  The school board can terminate as to any future term if the board determines that sufficient funds have not been received for local current expense obligations.
  2. Policy 6425:  Per policy, this is a straight lease and no formal bidding is required.  However, staff has reviewed the value of the contract compared to existing service in making this final recommendation.
  3. Agreement renews from month-to-month at the end of the term until a 30-day notice is given.
  4. Contract changed to provide governed by North Carolina law.
A motion is in order approve the Sharp Master Lease Agreement, Schedule to Master Lease Agreement, Maintenance Agreement and Terms to Maintenance Agreement.
