The Board would like to recognize the following students for their outstanding achievements:
 
            i.         2025 North Carolina Governor’s School.  AIG Coordinator Heidi Bullock will
                       make a presentation about the North Carolina Governor’s School and introduce the
                       four Transylvania County Schools students who have been invited to attend this
                       summer.  The Governor’s School is a summer residential program for gifted and
                       talented high school students, who are selected through a highly competitive
                       process following school nomination.  A maximum of 800 students, divided
                       between two host campuses, get to experience four weeks of college life, consisting
                       of guest speakers, elective seminars, and campus-wide activities.  North Carolina’s
                       Governor’s School is the oldest institution of its kind in the nation and has a proud
                       tradition of excellence. We are honored to recognize our invitees and their areas of
                       excellence, as follows:

                       Jack Gresham – Choral music
                       Keirra Hurst – Choral music
                       Greysen Motley – Natural science
 
                       We would, also, like to recognize and thank Ms. Bullock, whose assistance and
                       support certainly contribute to the continual selection of Transylvania County
                       Schools’ students.
 
            ii.         Perfect ACT Score.  Brevard High School junior Jack Gresham, who is, also, being
                        recognized for his invitation to attend the 2025 Governor’s School, is being
                        honored tonight for another outstanding accomplishment. In March, Jack took the
                        ACT test and obtained a perfect composite score of 36!  Nationwide, fewer than 1%
                        of all students who take the test achieve a perfect score.  We ask everyone to join
                        us in congratulating Jack for all of his impressive academic achievements.

iv. Policy 1310/4002 Amendment

Board approval is required to amend Policy 1310/4002.  The approval is limited to the sole revision of a scrivener's error in the community services link embedded in the policy.  The link has been amended in our policy manual, which is accessible online.  Dr. Brian Weaver will be available to answer any questions.

Director of Federal Programs & Athletics Audrey Reneau and Director of Student Services Courtney Owen will present Transylvania County Schools Substance Abuse Prevention Initiatives & Data.  The comprehensive presentation, posted on our website, identifies available initiatives and programs for TCS elementary, middle, and high school levels.  Additionally, detailed information will be shared about how TCS utilizes applicable policies, statutes, and laws in determining its substance-testing procedures.  Finally, the consequences TCS assigns to initial and progressive, positive test results shall be reviewed, and substance-testing data collected over the last three school years shall be analyzed.   Kristen Gentry of the CARE Coalition will, also, take part in the presentation and shall review the Youth Substance Use & Behavioral Health Survey data results, a visual representation of which is posted on our website.  Ms. Reneau, Ms. Owen, and Ms. Gentry will be available to answer questions following their presentation.

The Board of Education, as an elected representative body of the school system, wishes to provide a forum for citizens to express interests and concerns related to the school system.  In order that the Board may conduct an orderly meeting while providing an opportunity for input, individuals or groups may be heard by the Board in accordance with policy 2310, Public Participation at Board Meetings, or policy 2300, Board Meetings (subsection D.3).  
  • Each month, a part of at least one regularly scheduled Board meeting will be set aside for citizens to address the Board through public comment.  Board meetings, which include public comment, are a limited public forum.  The Board limits public comment to issues relevant to, and within the jurisdiction of, the Board of Education.  The Board will not discriminate based on the viewpoint expressed by speakers on permissible topics.  
  • A sign-up sheet will be available 30 minutes before the meeting begins for any individual or group to indicate their desire to address the Board. 
  • Each speaker will receive three (3) minutes to present comments.  Time will begin when the speaker reaches the podium.  The public comment session will not exceed 30 minutes total, except by majority vote of the Board.
  • The Board Chair will recognize speakers in the order in which they signed in.  Substitute speakers will not be permitted, and speakers may not donate any portion of their time to another speaker.  If a speaker is unable to present all of his or her information within the specified time limit, the speaker may provide the Board with additional information in written form.  If an unusually large number of people request to speak, a majority of the Board may decide to reduce the time for each individual or to require the designation of a spokesperson for each group of persons supporting or opposing the same positions.  At any time, the Board may establish additional procedures to ensure that public comment sessions proceed in an efficient and orderly manner.
  • Public comment is not a time for dialogue between individuals and Board Members or amongst individuals.  Board Members will not respond to individuals who address the Board, except to request clarification of points made by the presenter.  The Board does not transact any official business during public comment.  
  • Individualized personnel and student matters are confidential as provided in applicable federal and state law.  Such matters are within the jurisdiction of the Superintendent or designee to investigate and resolve or to make recommendations to the Board in accordance with law and Board policy.  In such matters, the Board of Education serves as an avenue for appeal and/or final decision in accordance with law and Board policy.  Therefore, public comment is not the appropriate forum for complaints related to identified school employees or students.
  • The Superintendent or designee shall make available policy and other relevant grievance procedures to any individual or group wishing to submit a complaint regarding an identified school employee or student.  In addition, nothing in policy prohibits the ability of a citizen to send the Board of Education comment in writing, which may be maintained as confidential in accordance with applicable law.  State and/or federal law may require disclosure of a written comment or complaint to any employee, student, or parent(s) of a student identified in the comment or complaint.
  • Except in cases of emergency, information received during presentations will not be acted upon at the time it is received.  It will take unanimous vote of the Board Members present to act on a presentation considered to be of an unusual or emergency nature at the time it is presented.
  • Personal attacks on school employees or Board Members are prohibited, and disruptions by any person or persons of a public meeting will be subject to action in accordance with G.S. 143-318.17. 
  • If the Board does not hold a regular meeting during a month, the Board will not provide a time for public comment at any other meeting held during that month, unless a majority of the Board votes to allow public comment at the meeting or unless the purpose of the meeting is a public hearing.

A. Good News Report

Brevard Middle School Band Honors
Brevard Middle School Music Department Band Director J. Topher Kane shared that the school’s band recently received multiple honors at the 2025 North Carolina MPA.  The MPA (Music Performance Adjudication) is a sanctioned concert band festival held by the North Carolina Bandmasters Association (NCBA) that provides students and directors with a performance opportunity and critical assessment by experts.  The Brevard Middle School Band received a Superior rating and straight As in Site Reading and an Excellent rating on stage.  The Superior rating is the highest assessment a band can obtain, followed by Excellent.  The band was only one category away from receiving an overall Superior rating.  Mr. Kane advised that additional honors received by the band were, as follows:
  • 2nd highest middle school score in the district, which includes 15 counties
  • 2nd highest score in Grade 3, which is the highest grade level of any middle school
  • Highest score of any Grade 3 middle school group
  • Outscored 5 high school groups, who were also in Grade 3
  • 2/3 of the performing students in the BMS band were in 7th grade
Please join us in celebrating both the Brevard Middle School Band Kids (a/k/a the Best Kids!) and Mr. Kane for these impressive achievements.
 
Brevard High School NCHSAA Region 8 Student Athlete Leadership Summit
Eight Brevard High School students and two Brevard Middle School students were honored by being selected to represent BHS at the April 7, 2025, NCHSAA Region 8 Student Athlete Leadership Summit in Biltmore Lake, North Carolina (Please see the event group photo posted on our website).  The students were nominated by coaches based on key criteria, including leadership potential, relationships with teammates, and academic performance.  Final selections were made in an effort to have each grade level equally represented by the candidates whom best exemplified the schools’ valued qualities.   These students will comprise the inaugural BHS Student-Athlete Advisory Council, which will provide a platform through which student-athletes can voice opinions and concerns about athletic programs and policies, sportsmanship, and mental health issues.  They will cultivate leadership skills, and school pride and spirit will be boosted for the entire student body through the school events these leaders help to initiate and organize.  Additionally, council members will have an opportunity to apply for state-level council positions in the future.  The BHS and BMS students selected to participate this year are:

2025 Rotary Youth Leadership Academy (RYLA)
RYLA is a 4-day residential leadership training experience for high school students held at the Lake Logan Retreat Center in Lake Logan, North Carolina from April 10-13, 2025.  During the event, students are exposed to techniques and activities designed to help them realize their potential as a leader and develop their leadership skills.  The participants will enjoy didactic presentations, small group activities, and outdoor experiential learning opportunities, with the opportunity to connect, share, and learn with nearly 100 students from across Western North Carolina.  The RYLA program aligns well with the TCS mission to “prepare students to become caring and productive citizens in an ever-changing society through the shared responsibility of students, parents, and educators, and the community.”  A strong contingent of Rosman High School and Brevard High School students have been awarded full scholarships to attend this year based upon demonstrated leadership, along with the recommendation of their NHS or Interact Faculty Advisors and/or direct involvement with Rotary-sponsored service activities in our community.  Several of these students are returning in leadership positions, which is a highly selective honor.  Please join us in congratulating the participating students, who are, as follows:

The Month of April has been proclaimed School Library Month by our Governor.  As part of the celebration of school libraries, there are many special days designated within the month, including:

National Administrative Professionals Day
In the U.S., National Administrative Professionals Day is the Wednesday of the last full week of April.  This year it is April 23rd.  Executive assistants and administrative professionals can often be the glue that holds an organization together.  The duties of office support professionals who work in the schools and the central office are incredibly diverse, but all wear multiple hats and stay abreast of the latest technologies and best practices in their field.  Our thanks and appreciation go the following Transylvania County Schools Office Support Professionals for all they do every day:
