i. Former TCS Students' Military Service

The Board wishes to thank the former students from Brevard High School, Rosman High School, and Davidson River School who are currently serving or who have previously served in the U.S. Military. A list of names, copies of which are posted on our website and provided in tonight’s handout, is read aloud twice a year in recognition of Memorial Day (May meeting) and Veterans Day (November meeting). Tonight, we are honored to have LtCol. Charles Megown and MCJROTC Cadets here to lead this proud tradition.

ii. Denmark Student Exchange Program

For over a decade, Brevard High School has participated in an international student exchange program with the Mariagerfjord Gymnasium High School in Hobro, Denmark. On an alternating year schedule, Danish students travel here or BHS students travel abroad for a week-long adventure. At the September 15, 2025, Meeting, Brevard High School teacher Andrew Healy presented the 2026 trip request for Board approval. At tonight’s Meeting, Superintendent Dr. Lisa Fletcher will formally recognize this successful and longstanding program, and Mr. Healy will be present to share his and his students’ experiences from their recent excursion.

CTE Comprehensive Local Needs Assessment - At the April 20, 2026, Board Meeting, Director Kerry Putnam presented an overview of the Career and Technical Education Comprehensive Local Needs Assessment as first read informtion. The 2026-2027 Local Application for CTE State/Federal Funding, a copy of which is viewable on our website, is offered for Board approval. Mr. Putnam will be available to answer any questions;

v. Revised Beginning Teacher Support Program - NC State Board of Education policy TCED-016 (Beginning Teacher Support Program) was updated during the October 2025 State Board meeting. The NCSBE approved the following changes that are required to be added to our current plan: Completion of the recent graduate survey by the beginning teacher (BT) and the employer survey by the principal of the school during the BT's first year of teaching following the completion of an approved Educator Preparation Program (EPP) as part of the requirements to measure the performance of EPPs stated in G.S. 115C-269.35. The surveys will be administered at the end of the applicable year. Teachers with fewer than three years of experience; regardless of licensure type and licensure pathway (e.g., temporary license, residency license, and initial professional license) are required to participate in the NC Beginning Teacher Support Program for three years. The proposed, revised Beginning Teacher Support Program is available for viewing on our website, and Assistant Superintendnet Dr. Brian Weaver will be present to address any Board concerns prior to approval under the Consent Agenda; and

vi. District-Wide Intercom/PA/Bell Program Vendor - IT Director Blake Tesnow will be available to provide further information regarding this Consent item, if necessary.

The Board of Education, as an elected representative body of the school system, wishes to provide a forum for citizens to express interests and concerns related to the school system. In order that the Board may conduct an orderly meeting while providing an opportunity for input, individuals or groups may be heard by the Board in accordance with policy 2310, Public Participation at Board Meetings, or policy 2300, Board Meetings (subsection D.3).

Each month, a part of at least one regularly scheduled Board meeting will be set aside for citizens to address the Board through public comment. Board meetings, which include public comment, are a limited public forum. The Board limits public comment to issues relevant to, and within the jurisdiction of, the Board of Education. The Board will not discriminate based on the viewpoint expressed by speakers on permissible topics.

A sign-up sheet will be available 30 minutes before the meeting begins for any individual or group to indicate their desire to address the Board.

Each speaker will receive three (3) minutes to present comments. Time will begin when the speaker reaches the podium. The public comment session will not exceed 30 minutes total, except by majority vote of the Board.

The Board Chair will recognize speakers in the order in which they signed in. Substitute speakers will not be permitted, and speakers may not donate any portion of their time to another speaker. If a speaker is unable to present all of his or her information within the specified time limit, the speaker may provide the Board with additional information in written form. If an unusually large number of people request to speak, a majority of the Board may decide to reduce the time for each individual or to require the designation of a spokesperson for each group of persons supporting or opposing the same positions. At any time, the Board may establish additional procedures to ensure that public comment sessions proceed in an efficient and orderly manner.

Public comment is not a time for dialogue between individuals and Board Members or amongst individuals. Board Members will not respond to individuals who address the Board, except to request clarification of points made by the presenter. The Board does not transact any official business during public comment.

Individualized personnel and student matters are confidential as provided in applicable federal and state law. Such matters are within the jurisdiction of the Superintendent or designee to investigate and resolve or to make recommendations to the Board in accordance with law and Board policy. In such matters, the Board of Education serves as an avenue for appeal and/or final decision in accordance with law and Board policy. Therefore, public comment is not the appropriate forum for complaints related to identified school employees or students.

The Superintendent or designee shall make available policy and other relevant grievance procedures to any individual or group wishing to submit a complaint regarding an identified school employee or student. In addition, nothing in policy prohibits the ability of a citizen to send the Board of Education comment in writing, which may be maintained as confidential in accordance with applicable law. State and/or federal law may require disclosure of a written comment or complaint to any employee, student, or parent(s) of a student identified in the comment or complaint.

Except in cases of emergency, information received during presentations will not be acted upon at the time it is received. It will take unanimous vote of the Board Members present to act on a presentation considered to be of an unusual or emergency nature at the time it is presented.

Personal attacks on school employees or Board Members are prohibited, and disruptions by any person or persons of a public meeting will be subject to action in accordance with G.S. 143-318.17.

If the Board does not hold a regular meeting during a month, the Board will not provide a time for public comment at any other meeting held during that month, unless a majority of the Board votes to allow public comment at the meeting or unless the purpose of the meeting is a public hearing.

National Teacher Appreciation Week

In 2026, National Teacher Appreciation Week was celebrated Monday, May 4^th through Friday, May 8^th. Teachers shape the lives of millions of children every day. They ignite young minds to excel, dream, and create, and they instill in students a love for learning and a belief in their own potential. Teachers work tirelessly to reach the students who are struggling, and they strive to meet every challenge with compassion and care. They go above and beyond in their classrooms, not only to teach, but to impart a sense of safety and belonging. National School Nurse Day

Wednesday, May 6, 2026, was National School Nurse Day. This day is set aside to show appreciation for the vital contributions school nurses make toward the safety of students. School nurses act as a liaison to the school community, families, and healthcare providers and provide access to care when children’s cognitive development is at its peak. School nurses are members of school-based teams (e.g., school health services, 504/IEP, disaster/emergency planning) providing care coordination to address the school population. They understand the link between health and learning and advance the well-being of all students every day. They are essential for healthy kids, healthy schools, and healthy communities. Please join us in recognizing our wonderful school nurses for all they do: April Owenby, Ashley Owen, and Amy Parker.

TC Scholars Recognition Evening – May 21, 2025, 5:00 to 7:00 p.m. @ Brevard High School

In 1983 the Transylvania County Board of Education envisioned a way to honor and recognize Transylvania County Schools’ highest achieving students in which, Transylvania County Scholars Recognition Evening was established. It typically is held annually on the third Thursday of May.

Transylvania County Scholars are graduating seniors who have achieved an overall GPA of 3.8 (weighted) and 3.5 (unweighted) while pursuing a demanding course of study. Additionally, sophomores and juniors who are the highest-ranking students in their respective grades, are honored.

The Board of Education celebrates these students and their parents/guardians starting with a dinner in the Brevard High School cafeteria before the program begins.

The program has three different parts that consist of scholar recognition, scholarships awarded, and the grand finale is the Most Memorable Educator portion of the event. Senior scholars have been given the opportunity to name an individual who gave them special inspiration in their educational journey. This is a surprise as the educator does not know who selected them until the student’s identity is revealed during the program!

Transylvania County Public Schools Student Art Show

An exhibit of artwork created by Transylvania County Public Schools students in grades K-12 was displayed at the Transylvania Community Arts Council, 349 S. Caldwell Street, Brevard, from May 5^th-May 16^th, 2026. This annual event, partnering TCS and TCArts, showcases student works selected by TCS art teachers. We thank the Transylvania Community Arts Council for their continued support of our students’ art endeavors, and we encourage you to learn more about their organization by visiting tcarts.org.

2026 Free Summer Meals Program

Transylvania County Schools will again provide its free Summer Food Service Program. Two meal pick-up sites will be available, with one at the Champion Pool in Rosman, and the other at Pisgah Forest Elementary School. Up to two free meals are available daily to all children of Transylvania County under the age of 18. Children do not have to qualify for free or reduced lunch to participate, and they do not have to attend Transylvania County Schools. We request that each family limit itself to just one of the two sites daily.

Beginning June 8^th and continuing through August 20^th, the Champion Pool location in Rosman will offer meals Monday through Thursday from 12:00 p.m. until 2:00 p.m. Hot meals and breakfast for the following day are offered. Meals can be picked up in the parking lot, weather permitting. No sign ups are required.

Beginning June 9^th and continuing through August 18^th, the Pisgah Forest Elementary School site is offering, “Groceries to Go.” Seven (7) days of breakfast and lunch meals will be available for pick on Tuesdays from 10:00 a.m. until 2:00 p.m. at the side lot. You must sign up for these services.

Additionally, beginning June 8^th and continuing through August 20^th, county-wide home deliveries will be available. Hot lunch meals and breakfast for the next day can be delivered Monday through Thursday between 10:00 a.m. and 2:00 p.m. This service is offered to families who are unable to pick up from the two listed meal sites. You must sign up for the delivery service.

Finally, in addition to all of the foregoing, the Department of School Nutrition Services is providing meals to 13 other summer programming locations during the summer months, including the Boys and Girls Club and Teen Center, Rise and Shine, The Duke Literacy Program, The Family Place, daycares, Transylvania County Parks and Recreation, summer school, and others.
