N.C.G.S. § 115C-51 states that local boards of education shall provide at least one period for public comment per month at a regular meeting of the board. A sign-up sheet is available for public comment. A maximum of 30 minutes will be allotted for public comment at the beginning of the meeting and at the end of the meeting. Speakers will be asked to limit their comments to 5 minutes each, except in the event there are more than six speakers per session, at which time the chairman may limit the time allotted to 3-5 minutes per speaker. Speakers will be asked to refrain from discussing specific individuals by name in accordance with the North Carolina Open Meetings Law. No solicitations will be allowed during public comment.

Seniors from Brevard High School will give a presentation on their senior project fundraisers and explain how the projects will benefit Transylvania County Schools and its students. Teacher Meredith Licht will be on hand to help answer any questions you may have.

Last month, the Board honored outstanding educators at its annual “of the year” awards ceremony that was held on September 17, 2012 at the Transylvania County Library. At the ceremony, Ginger Long, Brevard Middle School, was named as Counselor of the Year for 2012. Mrs. Long was unable to attend the ceremony as she has been out of town receiving medical treatments. We are very glad to have Mrs. Long back home now.  Dr. Scott Elliott will present the “Counselor of the Year” award for 2012-2013 to Mrs. Ginger Long.

Davidson River School Partnerships with Brevard College
Last year Davidson River School strengthened its partnership with Brevard College by having students in the Brevard College teacher education program assist with grading senior research papers and senior portfolios. This was coordinated by DRS staff and Dr. Betsy Burrows. This year, the partnership continues. On September 18, twenty-four BC students taking “EDU 305: Facilitation of Instruction” under Megan Keiser visited DRS and heard from a panel of students about differentiated instruction, technology initiatives, and online learning options at the DRS “School of Alternatives.” The 24 aspiring teachers-in-training will be doing student teaching next semester or next year. Thanks to DRS students Brenna Philips, Zach Wiggins, Nakeyah Rabb, Colton Messer, and DRS graduate Josh Schneider who talked about their personal obstacles in school, teaching techniques that helped them, and offered “Tips for New Teachers” to the college students. 
 
Christmas Card Contest
Dr. Jeff McDaris is sponsoring a contest to design the Transylvania County Schools Christmas Card for 2012. Students from all grade levels were invited to submit their original designs showcasing the theme, “Holidays in the Mountains.” The deadline for submissions to Jessica Merrill jessicam@tcsnc.org is October 17, 2012. A winner from each grade level (high school, middle school and elementary school) will be announced by October 23. 
 
RHS Yearbook Wins Honors
A new banner is on display at RMS/RHS showcasing the selection of the Rosman High School Yearbook as a National Program of Excellence. Of the 26,000 schools that Josten’s serves nationwide, only 400 yearbooks received this honor. The award of excellence is based on meeting deadlines, book sales, and student coverage. Congratulations go to RHS yearbook staff members Maddie Dunning, Bethany Green, Caitlin Owen, Brianna Garber, Jenah McCall, Candace Petit, Kimberly Holliday, Hannah Reese, Hannah Sanders, Samantha Theilke, Julia Crain, Tyler Petit, Vada Judd (Assistant Editor), Baylee Bagwell (Editor) and advisor Tammy Hall. 
 
Haywood Electric Grants
Davidson River School received $2,000 in grants from Haywood Electric Company. The grants will allow 1) creative modeling and 2) the construction of an outdoor functional building for Taiko and other events at the school. Thanks to Joe Wilbanks, grandparent, for all of his work to help procure the grants. Thirty-eight schools in WNC submitted grant applications and seven were selected. Three of the seven awards were for Transylvania (one for Rosman High and two for Davidson River). 
 
DRS Teacher Participates in University Study
Joe Russo, Davidson River School teacher, was recommended by Western Carolina University faculty and other teacher leaders in WNC to be a participant in a dissertation research study on effective rural teachers who meet the needs of all students. To date, research surrounding teacher preparation and professional development in Western North Carolina is limited. This research seeks to provide a deeper understanding of how today’s teachers are able to meet the needs of all students in the rural classroom. The research will focus on the experiences, attitudes and beliefs of effective teachers in rural settings, how these experiences, attitudes and beliefs were formed, and the resulting best practices of successful rural teachers in teaching all learners. Principal Donna Wilde states, “Joe is an outstanding teacher whose teaching methods are worthy of replication.” 
 

Golden LEAF Presentation
A reception was held on October 9, 2012, to celebrate the presentation of a Golden LEAF grant award to the Transylvania County Schools for its "Mastering the Global World" 1:1 technology initiative in our middle schools.  Dan Gerlach, President of the Golden LEAF Foundation, and Mark Sorrells, Senior Vice President, presented a check in the amount of $200,000 to the school system. The Golden LEAF Foundation is a non-profit organization established in 1999 to help transform North Carolina's economy.  Chairman Whitmire, Vice Chair McCoy, Mrs. Fox, Dr. McDaris and Mrs. Merrill were on hand to receive the award.

Each year the North Carolina School Boards Association asks local boards to designate the school board members that will serve as voting delegates at the NCSBA Annual Conference for Board Member Development. This year’s conference will be held on November 12-14, 2012 in Greensboro. The voting delegates form for 2012 is attached.
 
A motion is in order to designate the 2012 voting delegates for Transylvania County at the NCSBA 43rd Annual Conference.

American Education Week—November 11-17, 2012—presents all Americans with an opportunity to celebrate public education and honor individuals who are making a difference in ensuring that every child receives a quality education. The weeklong celebration features a special observance each day of the week. They include:
 
              Mon., Nov. 12: Veterans Day
Schools nationwide will be closed in observance of our armed service veterans.
 
              Tues., Nov. 13: Parents Day
Parents and family members have an opportunity to visit schools for a first-hand look at a typical school day. 
 
Wed., Nov. 14: Education Support Professionals Day
Bus drivers, paraprofessionals, cafeteria workers, maintenance staff, and others who provide invaluable services are recognized for their outstanding work.
 
Thurs., Nov. 15: Educator for a Day
Elected officials and community leaders are encouraged to serve as “educators for a day” for a hands-on school experience.
 
Fri., Nov. 16: Substitute Educators Day
Educators who fill in for regular classroom teachers are honored for their services. 
 
In Transylvania County, all current and retired school system employees are invited to enjoy Thanksgiving lunch as guests of the Board at the school cafeteria of their choice on Thursday, November 15.  Members of the Transylvania County Retired School Personnel (TCRSP) will hold their annual fall meeting in conjunction with the lunch at Brevard Elementary School. 
 
A proclamation is attached that designates November 11-17, 2012 as American Education Week in Transylvania County.
