N.C.G.S. § 115C-51 states that local boards of education shall provide at least one period for public comment per month at a regular meeting of the board. A sign-up sheet is available for public comment. A maximum of 30 minutes will be allotted for public comment at the beginning of the meeting and at the end of the meeting. Speakers will be asked to limit their comments to 5 minutes each, except in the event there are more than six speakers per session, at which time the chairman may limit the time allotted to 3-5 minutes per speaker. Speakers will be asked to refrain from discussing specific individuals by name in accordance with the North Carolina Open Meetings Law. No solicitations will be allowed during public comment. A second for public comment will be provided at the end of the meeting. Sign-up is not required for the second public comment opportunity.

Each June, the Board of Education recognizes the employees who have retired or will retire from the Transylvania County Schools during the current school year. The individuals being recognized in 2012-2013 represent a combined total of 254 years of service to public education with the Transylvania County School system and elsewhere. The Board will present a crystal apple to each retiree as a token of appreciation. The following resolution is presented for approval:
“BE IT RESOLVED by the Transylvania County Board of Education that thanks, recognition, commendation and congratulations be given to the persons named below in grateful appreciation for their years of dedicated service to public education and the students of Transylvania County:”

The Brevard High School Women’s Softball Team had a great season this year, going all the way to the fourth round of the state playoffs. The Board of Education would like to congratulate the 2013 players and coaches for their accomplishments. The following resolution is presented for approval:
“BE IT RESOLVED by the Transylvania County Board of Education that commendation and congratulations be given to the Brevard High School Women’s Softball Team for their outstanding 2013 season.”

PFES Science Olympiad
In April, the Pisgah Forest Elementary School Science Olympiad team participated in the State Division A Tournament at Owen High School. Fourteen fourth and fifth graders gave up a Saturday during Spring Break to attend the competition. The PFES team placed fourth overall with several first, second and third place finishes in the 18-event competition. The team had first place finishes in Water Rockets, Biomes, and Volcanoes and Earthquakes. The team took second or third places in the categories of Measurement, Respiratory & Circulatory, Detective Work, and Secret Structures. This is the third year for the PFES team as a member of the North Carolina Science Olympiad. Bob Dinsdale is the coach.
Junior Beta Club Inductions
The following students were inducted into the Brevard Elementary School Junior Beta Club: Madison Baldridge, Jane Holland, Lilian Le, Alana Merrell, Taylor Miner, Lila Newman, Gavin Nicholson, Fritz Ruppert, McKenzie Shuler, Miranda Smith and Anna de la Torre. Rosman Elementary School Junior Beta Club inducted Jack Cabe, Brennan Chapman, Bethany Cobb, Shayla Davis, Skylar Harrison, and Ashley Whitmire. Pisgah Forest Elementary School Junior Beta Club inductees were Clark Axtell, Hector Bautista, Daniel Birkle, Cassie Bradley, Jack Brewer, Morgan Brown, Thomas Collins, Alex Davis, Madeline Dierauf, Luke Dodson, Caleb Fore, Jasmine Gillespie, Andrew Howell, Mary Jacques, Julia Lusk, Max McCarty, Scott McNiel, Joselyn Mejia, Caden Norris, Elise Poché, Broolyn Rising, Alek Robinson, Drew Scott, Gillian Scruggs, Jeremiah Shelton, Malachai Smith, Baxter Swicegood, Sydney Tomlin, and Makenna Wilson.
TCAEOP Awards Reception
On May 22, the Transylvania County Association of Educational Office Professionals (TCAEOP) held its annual Administrators’ and Awards Reception at the Morris Education Center. Julie Roberts gave the welcome and remarks. Tracie Owen presented a $500 scholarship to RHS senior, Lily Chapman. Lily plans to attend Mars Hill College this fall and major in elementary education. President Stacey Pedersen presented the EOP of the Year Award to Deana Dixon and the Administrator of the Year Award to Dr. Jeff McDaris. Kerry Putnam installed the new TCAEOP officers for 2013-2015: Debbie Keever, President; Lisa Osteen, Vice President; Deana Dixon, Secretary; and Melissa Robinson, Treasurer.
RES Career Day
Rosman Elementary School held its 6th Annual Career Day on May 3, 2013. Presenters from Pisgah Pest Control, Keystone Camp, Cradle of Forestry, the Transylvania County Sheriff’s Department, State Employees’ Credit Union, Transylvania Regional Hospital Emergency Room, Transylvania County Library, Burlingame Country Club, and Dr. Ruffin Benton came out and spoke with students about careers in their fields.
“Typical or Troubled” Grant
School Social Workers Beth Branagan and Elizabeth Shimer recently were awarded a grant by the American Psychiatric Foundation and the School Social Workers of America Association (SSWAA) for their proposal to obtain a program for school personnel entitled, “Typical or Troubled: School Mental Health Education Program.” The grant will provide Transylvania County Schools with the “Typical or Troubled” curriculum and all materials necessary to provide training to high school and middle school faculty and staff. The grant also provides $2,000 to assist in the costs of implementing the training. TCS will partner with Alliance Crisis Behavioral Services therapists to provide the training during the 2013-2014 school year. Statistics show that one in four people will be affected by a mental disorder at some time in their life, and that 90% of people who develop a mental disorder show warning signs during adolescence. Mental health disorders in adolescence can increase the risks of suicide and drug or alcohol abuse. Research also shows that early intervention and treatment can be extremely helpful and help prevent negative consequences. Being able to recognize the differences between normal growing pains and the signs of true mental illness in adolescents, and knowing how to access the appropriate resources for help when they do see the warning signs, is important for teachers and other school personnel. The “Typical or Troubled” program will provide educators with this knowledge.
Microsoft Information Technology Academy
The Microsoft Information Technology Academy (MSITA) provides students with real-world technology skills needed to be successful in college and the workplace and to earn industry certifications. The state of North Carolina recognized the need for globally competitive students and began offering the MSITA program in 2010. Since the Spring 2011 inception in Transylvania County, approximately 200 CTE students from BHS and RHS have achieved Microsoft Office Specialist (MOS) certification, which is an industry-recognized standard in the core applications of Microsoft Word, PowerPoint, Excel and Access. Four students have even achieved expert level. North Carolina has a goal for the 2012-2013 academic year to achieve 100,000 certifications statewide, and as of the end of April the number was up to 91,969. Transylvania County Schools is proud to be a part of that success in preparing students for the 21st century.

On May 20, the Board of Education voted to accept a recommendation for a two-year capital outlay allotment of $1.8 million, pending agreement by the Board of Commissioners. The Commissioners held a series of budget workshops during the week of May 27-31. Dr. McDaris and Norris Barger will give an update on the Board’s FY14 budget request and present options for the Board’s consideration.
