N.C.G.S. § 115C-51 states that local boards of education shall provide at least one period for public comment per month at a regular meeting of the board. A sign-up sheet is available for public comment. A maximum of 30 minutes will be allotted for public comment at the beginning of the meeting and at the end of the meeting. Speakers will be asked to limit their comments to 5 minutes each, except in the event there are more than six speakers per session, in which case the chairman may limit the time allotted to 3-5 minutes per speaker. Speakers will be asked to refrain from discussing specific individuals by name in accordance with the North Carolina Open Meetings Law. No solicitations will be allowed during public comment. Sign-up is not required for the second public comment opportunity at the end of the meeting.

American Education Week
American Education Week, which was November 16-22, 2014, is a time to celebrate public education and honor the individuals who are making a difference in ensuring that every child receives a quality education. In Transylvania County, all current and retired school system employees had an opportunity to enjoy Thanksgiving lunch as guests of the Board of Education on Thursday, November 20 in the school cafeterias. Members of the Transylvania County Retired School Personnel (TCRSP) met for their annual fall meeting on November 20 at Rosman Elementary School. A proclamation is attached that designates November 16-22, 2014 as American Education Week in Transylvania County.
A motion is in order to approve the proclamation.
Rosman High Inducts Five into Alumni Hall of Fame
On October 24, five individuals were inducted into the Rosman High School Alumni Hall of Fame during half time at the Rosman varsity football game. They are:
James “Jimmy” Meece, Class of 1986, Inspirational Experiences
Jimmy Meece was an all-conference lineman in Appalachian 1A football in 1983, 1984 and 1985 and was a member of the 1984 regional champion/state runner-up football team. Later, Mr. Meece worked with the Rosman Youth Baseball/Softball and Transylvania County Youth Softball and also coached the 1999 Rosman Youth Football Termite Superbowl Championship team. His true character showed through in devastating circumstances. His dream of “one more game with Coach Fox” came true during the Rosman vs. Brevard alumni game in 2013. Mr. Meece passed away on Thanksgiving Day 2013 and until the very end always had a smile on his face.
Lee Powell, Class of 1965, Career Success
Mr. Lee Powell served 32 years in the Transylvania County Schools. His many roles included history teacher, driver’s education instructor and director, head football coach and athletic director. Mr. Powell helped construct the first RHS field house in 1969 and volunteered his time and effort toward the construction of the Silversteen Memorial Stadium at Rosman High School. He also helped establish the annual senior trip and was instrumental in establishing the Bud and Lillian Cothran Scholarship, serving on its board of directors for 32 years.
Mildred Powell, Class of 1970, Athletic Achievements
Coach Mildred Powell made a lasting legacy at Rosman High School. Among her many achievements, she was named the Smoky Mountain Conference Volleyball Coach of the Year seven times, was the State Volleyball Coach of the Year in 2002, and is the only RHS team coach to win a state championship, coach a state MVP, and have a player sign for a Division I school. She set a record for 19 years, winning 388 games out of 497, giving her a 78% rate of victory. She also has 7 Smoky Mountain conference titles and 2 state runner-up titles in 2009 and 2010.
Ernest Frank (E.F.) Tilson, Contributions to RHS
Mr. E.F. Tilson was one of the founding fathers of RHS and served as its principal from 1937-1965. With his leadership as principal, teacher and coach, he gave the school stability and prominence. He received his bachelor’s degree in mathematics at Tusculum College and continued his graduate work with the University of Tennessee. Mr. Tilson received the 1948 yearbook dedication and the privilege of having the new gymnasium named after him. Mr. Tilson is the only educator at RHS to have a school structure dedicated to him.
Chris Whitmire, Class of 1986, Public Service
For the past 28 years, Chris Whitmire has done tremendous work in Transylvania County and around the world. After graduating Rosman High as the class valedictorian, state forestry champion, and multi-sport letterman with MVP and all-conference honors, he finished first in Civil Engineering at the U.S. Air Force Academy and served on active duty for 12 years as a pilot, including combat. He continues to serve in the Air Force Reserves in the rank of Colonel as the Homeland Defense Air Liaison to North Carolina for Emergency Response. While off duty, Chris is an integral part of his community and devotes much time to our youth. From 2006 to 2012, he served on the Transylvania County Board of Education with four years as chairman. Since 2012, he has served as the NC State Representative for the 113th District.
Education Foundation Mini-Grants
This fall, teachers in Transylvania County Schools submitted 41 mini-grant applications totaling more than $45,000 to the Transylvania County Schools Educational Foundation Grants Committee. Congratulations to all who applied, and many thanks to the TCSEF for making a record $15,000 in grant awards possible this year through dedicated fund raising and stewardship. The 2014-2015 grant winners will be announced by the end of December.
WLOS Teacher of the Week
Rivers Smith, chorus teacher at Brevard High School, was named the WLOS-News 13 Teacher of the Week on October 21, 2014. Congratulations to Mr. Smith and Brevard High School.
BHS Rent-A-Student Fundraiser
On Saturday, November 22, Brevard High School students helped a number of Transylvania County residents and business owners with outdoor chores as a part of the BHS Rent-A-Student project. Community members had the opportunity to rent a pair of Brevard High School students for $25 per hour to work at their home or business. All proceeds from the fundraiser will be donated to Eblen Charities on behalf of Holmes Desmelik, five-year old son of Dave and Claire Desmelik. Claire teaches Spanish at BHS.
RES Celebrates 40th Anniversary
On November 21, Rosman Elementary School celebrated its 40th anniversary with two events. From 2-3 p.m., the school held a birthday celebration in the gym with past staff members and students being honored, singing, and videos of the school’s history. From 3-7 p.m., the school hosted a Fall Festival with games, food, and family fun.
BHS Students Help Counselor
Brevard High School counselor, Hallie Thoele, recently lost her her belongings in a house fire. Students at Brevard High School took it upon themselves to take up a collection and purchase goody baskets for each room in Mrs. Thoele’s home, including a basket for her puppy.
PFES Events
On November 12, Pisgah Forest Elementary School hosted its very first Veteran’s Day Celebration with over 35 veterans in attendance. On October 30, the school hosted “Boo-Nanza” Night with over 175 students and over 200 parents in attendance.
New NBPTS Teachers
On November 20, Mr. Jeremy Gibbs received word from the North Carolina Department of Public Instruction that the following TCS teachers have been awarded National Board Professional Teaching Standards (NBPTS) Certification: Linda Carillo, Renee Compton and Andy VonCanon. In addition, the following teachers have successfully renewed their certification: Heidi Bullock, Sara Cathey, Emily Fields, Sarah Justice, and Sarah Moser. The National Board certification is recognized as the “gold standard” in teacher certification, representing high and rigorous standards for what accomplished teachers should know and be able to do. Congratulations to all of our new and current NBPTS teachers on their accomplishments.

Twice a year, the names on the attached list are read aloud, and the list is recognized at every meeting. Several new names (see below) have been added to the list. At the October meeting, Brian Weaver reported on a new option for earning course credit, “Credit by Demonstrated Mastery,” which is a process by which LEAs may award a student credit in a particular course, based upon a body of evidence, without requiring the student to complete classroom instruction for a certain amount of seat time. The documents listed below (attached) have been reviewed. Mr. Weaver will answer any questions you may have.

On August 21 and September 4, the Board heard proposals from firms interested in providing a new system-wide master facilities plan for Transylvania County Schools. At the September 15 meeting, the Board requested additional information on costs for comparison purposes. Mr. Barger has provided that information to the Board.
The Board may take action to select a firm at this time.

The North Carolina School Boards Association has provided a draft resolution on the state’s proposed A-F school grading system for local board consideration. The Transylvania County Board of Education passed a similar resolution in May 2014 that urged the Department of Public Instruction to delay the new A-F grading system by one year. The new resolution requests that the state allow school superintendents and the NCSBA to work together to develop an alternative grading system that would provide a more accurate vision of school performance. The resolution is attached.

Special recognition will be given to Mrs. Sue Fox and Mr. Mike Rogers, whose terms on the Transylvania County Board of Education officially conclude at the end of this month.
Mr. Rogers was elected to the Board in 2002 and was re-elected for a second term in 2006. He resigned in 2009 to answer a call to preach. In January 2013, Mr. Rogers was appointed to the Board to fill the seat that was vacated by Chris Whitmire following Mr. Whitmire’s election to the North Carolina House of Representatives. Mrs. Fox was appointed to the Board in July 2009 to fill the seat that was vacated by Mr. Rogers and was elected to a four-year term in 2010.
In addition to their duties as school board members, Mr. Rogers and Mrs. Fox have given countless hours over the years working with students and staff on committees and projects targeted at improving educational services in our community and state.
The Board will present plaques of appreciation to Mrs. Fox and Mr. Rogers and have an opportunity to say thanks for their years of outstanding leadership and dedication to the students, parents, and staff of the Transylvania County Schools. The Board will also recess for a brief reception in honor of Mrs. Fox and Mr. Rogers.
